Employee ensures work quality and adherence to established policies and procedures and performs the more technical and complex tasks relative to assigned area of responsibility. Performs related work as required. Minimum Qualifications (KSAs) (Illustrative only. Knowledge of: Modern complex principles and practices of engineering as related to assigned area of responsibility. Design techniques, tools, and principals involved in production of and use of precision technical plans, blueprints, drawings, and models. Surveying and collecting field data.? Water resources, modeling, and hydrology.? Construction specifications, principles, practices, and materials used. Engineering systems, machinery, and processes. Budget preparation, management, and procurement processes. Management, supervision, training, and performance evaluation. Pertinent federal, state, and local laws, codes, and regulations. Principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. Skill to: Skill to operate appropriate computer equipment; use properly all related hardware and Microsoft Skill to office Suite, project management software, ArcGIS, AutoCAD with Civil 3D, and analytic or scientific software. Ability to check construction plans, design calculations, or cost estimations to ensure completeness, accuracy, or conformity to engineering standards or practices. Provide formal supervision for staff responsible for professional and technical engineering operations. Directs, coordinates, and reviews the work plan for assigned engineering services and activities. Review vacant positions and applications and conduct/participate in interviews for the division. Review and sign division timesheets, F25u2019s, OT approval and other admin forms. Perform PIP/Corrective action for issues with staff. Perform annual and special performance evaluations for staff. Ensures that employees follow safe work practices and have safe working conditions; implements principles of the Employee Safety Instruction Manual. Ensures quality of work and adherence to established policies and procedures. Provide technical expertise or for engineering programs or activities. Identify needs for training, provides or coordinates training to employees as needed. Review Engineer Intern and Senior Engineer work/documents/contracts/change orders. Procure and Manage engineering consultants. Develop Requests for Proposals and Requests for Qualifications Negotiate Construction Change Orders. Prepare engineering drawings, construction plans, and specifications using AutoCad and other software and direct the work of engineering staff. Reviews plans and calculations produced by subordinate staff; ensures that subordinate staff follows standard operating procedures. Enforce Contract requirements including adherence to specifications and quality control. Manage, route, investigate or respond to Customer Service Requests (CSRs) or records requests. Answers questions and provides information to the public; investigates complaints; recommends corrective action as necessary to resolve complaints.? Participates in the preparation and administration of the annual program budget; submits budget recommendations; monitors expenditures; keeps records as appropriate.? Manage the input of information into database systems. Develop new standards, specifications, procedures, or processes for engineering programs or projects. Prepare engineering drawings, construction plans, and specifications using AutoCad and other software and direct the work of engineering technicians. Troubleshoot infrastructure or engineering problems in the field. Hold weekly or monthly team meetings. Review plans for constructability. Sign and stamp design or construction documents as appropriate- (requiring a P.E. license.) Review and approve drawings, plans, designs u2013 (not requiring a P.E. license.). Makes professional engineering judgments in accordance with current accepted practice of professional engineering and appropriate laws and codes.? Coordinate award of a contract, i.e. award letter, accept and appropriate legislation. HR CONTACT: V.Robyn.Kinebrew; Required Education and Experience RESUME AND TRANSCRIPTS MUST BE ATTACHED OR APPLICATION WILL BE REJECTED Open: Each applicant must have a Bacheloru2019s Degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, or a closely related field. In addition, each applicant must have five years of experience in project management, or project design for transportation/site development projects, construction projects, or similar disciplines. Promotional: Each applicant must have three years of experience as a Senior Engineer with the City of Cincinnati and must possess a Bachelor's Degree in engineering from an accredited college or university. OTHER REQUIREMENTS Must have a valid Driver's License. Must be an excellent communicator and team builder. Possession of registration with the State of Ohio as a Professional Engineer. If not registered in Ohio when appointed, Ohio registration must be obtained during probationary period.
