The Director performsmanagerialworkprovidingleadership and guidance in the planning and operation of the HCAD programs. Duties include strategic planning; establishing goals and objectives for the Department; process improvement,developingpolicies,procedures, operations plans,rulesandregulations;developing, monitoring and conducting staff and partner training,preparing and executing departmental budget,establishingpriorities,standardsandmeasurementstoolsfordeterminingprogressinmeetingStateperformancemeasures; and representing the agency with all federal, state and local government entities and privateorganizations.Essential Duties and Responsibilities: u00b7 Plans, directs, and leads the operations of the HCAD.u00b7 Identifiesandimplementsstrategiestoenhancecollaborationand interchangebetweentheagency,theVAu2019sVeterans Health Administration (VHA), VA Clinics, Hospitals and Community Based Outpatient Care (CBOC) facilities, Veteransu2019 Organizations, andotherstakeholders.u00b7 Fostersateamworkapproach.u00b7 Plans,develops,implements,coordinates,monitors,andevaluatesHCADpolicies and procedures.u00b7 Interpretsandensures compliancewithfederalandstate lawsandregulations.u00b7 Identifiesissues,evaluatesalternatives, andimplementssolutions.u00b7 Monitors, reports, and analyzes program performance reports to ensure performancegoalsareattained.u00b7 Plans,develops,implements,andevaluatesprocesses.u00b7 Supervisesanddirectspersonnelatthemanagementlevel.u00b7 Reviewsandapprovesmanagement,productivity,andfinancialreports.u00b7 Develops coalitions and works effectively with stakeholders, Veterans'Organizations, the VA, the VHA,andothers.u00b7 Reviewsguidelines,procedures,rules,andregulations;andmonitorscompliance.u00b7 Reviews results of special investigations, needs assessments,audits, research studies, forecasts, and modelingexercisestoprovidedirectionandguidance.u00b7 Plansandcoordinatesspecialandadministrativeassignmentsandprograms.u00b7 Represents the agencyat business meetings, hearings, trials, legislative sessions,conferences,and seminars,oronboards,panels,andcommittees.u00b7 Assists in preparation of the agency Strategic Plan and Legislative Appropriation Request (LAR) at the Department level.u00b7 DraftsagencyrulesthatrelatetoHCADprocesses.u00b7 Generalpersonalcomputerexperience/MicrosoftOfficeSuite.u00b7 Workhoursotherthan8-5arerequiredforwork-relatedfunctions.u00b7 Performsotherdutiesasassigned. Military Crosswalk information: Minimum Education:Bacheloru2019s degree from an accredited four-year college or university with major course work in management or business administration. An emphasis on health care or a related field is preferred.College Transcripts are required and must be provided before an interview can be extended, it is preferred they be attached to the application.Minimum Experience: Four (4) years of experience at the senior managementlevel which can include militaryexperiencewithknowledgeoftheoperations,functions,organizationalstructure,andpolicies andprocedures.//Additional Requirements:A valid Texas Driveru2019s License must be provided within 90 days of hire. Preferred Experience and Qualification: u2022 Honorablydischargedveteranisstronglypreferred.u2022 Three(3)yearsofexperiencecoordinatingandcollaboratingwith theVAinallaspectsof health careprogramsandservices.u2022 Three (3)yearsofexperienceinpatient advocacy processes.u2022 Three (3) years of experience using Microsoft Office product and Case Management Systems (CMS).u2022 Three(3)yearsofexperienceplanning,forecasting,andmanagingaprogrambudget.u2022 AMaster'sdegreeinManagement,BusinessAdministration,orarelatedfield. Environmental & Physical Conditions: Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds.
