These programs aim to reduce hunger, encourage strong nutrition, and support local economies across Texas.WHAT YOUand#8217;LL DOThe Systems Project Manager will provide oversight and coordination to successfully implement and enhance multiple software systems and contribute to the overall continuous program improvement of the Texas Department of Agricultureand#8217;s (TDA) Food and Nutrition (FN) division. You will be involved in coordinating the implementation of new software systems, coordinating existing system enhancements, and acting as liaison between division staff and TDAand#8217;s Information Technology (IT) department. You will work under general supervision with moderate latitude for the use of initiative and independent judgment.PRIMARY RESPONSIBILITIESCoordinate, plan, and oversee the implementation of new software systems and enhancements, including documenting business needs, assessing project feasibility, sprint planning, and release planning, and supporting the full software development lifecycle.Monitor and manage vendor contracts to ensure project deliverables fulfill the terms of the contract. Support the development and implementation of contracts.Analyze division systems and processes, document requirements, and develop recommendations to improve and automate, ensuring key business practices are not interrupted.Coordinate project change management activities, communicating key project updates and system changes to division staff, TDAand#8217;s IT Department, and other key agency stakeholders throughout.Develop project documentation to support management and monitoring of project resources, schedules, and risks.Prepare detailed project status reports upon request and keep management apprised of any issues.Provide technical assistance to customers on division systems and software, including management, developers, and analysts.Assist with confirming, detailing, and supporting the correction of bugs/defects in division software systems and escalate appropriately for resolution.Follow all TDA policies and procedures.Perform other duties as assigned.Qualifications: QUALIFICATIONS/REQUIREMENTS FOR THE POSITION QUALIFICATIONS/REQUIREMENTS FOR THE POSITIONQUALIFICATIONS/REQUIREMENTS FOR THE POSITION (To be considered for the position, applicants must submit a State of Texas Application through CAPPS or WIT and#8211; experience listed on the application and/or resume must state how each of the following qualifications are met).Bachelorand#8217;s degree (one year of work experience related to the essential duties may substitute for one year of college).Minimum four yearsand#8217; work experience in project management with a focus on managing the implementation of software systems.Work experie ce in business process and workflow analysis, and/or process mapping.Work experience in quality assurance work and/or change management.Work experience coordinating projects, work groups, and team members.Work experience in presenting complex information in lay terminology.PREFERRED QUALIFICATIONSProject Management Professional (PMP) Certification.Experience in contract management.Certified Texas Contract Manager (CTCM)KNOWLEDGE, SKILLS ABILITIESKnowledge of project management theories and practices applicable to limited-scope projects; systems and procedures used to evaluate a third-party vendorand#8217;s performance; and local, state, and federal laws and regulations relevant to the administration of the project undertaken.Skill in project management monitoring, addressing changes in scope or timing, and the use of a computer and applicable software.Ability to manage project activities; to establish project goals and objectives; to exercise sound judgment in making critical decisions; to analyze complex information and develop plans to address identified issues; to demonstrate negotiation and facilitation skills; to identify project risks and gaps; to prepare reports; and to communicate effectively, orally and in writing.PHYSICAL REQUIREMENTS WORKING CONDITIONSNormal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel, occasionally overnight (up to 5%).TELEWORK WORK HOURSThe agency does not offer telework.
