The Human Resources Associate Representative will provide administrative human resources support to the Benefits division. This is an excellent opportunity to gain experience in Human Resources whose collective efforts contribute to a positive and respectful work culture. Work Condition This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. This is a temporary, fulltime position for a duration of less than 6 months The City of Minneapolis does not sponsor applicants for work visas. Job Duties and Responsibilities Provide support for and assist senior level staff members by performing duties to meet customer needs. Apply established professional guidelines in solving problems and making recommendations on how to proceed in specific situations. Analyze facts, and provide recommendations for dealing with human resources questions and employee relations issues. Answer questions in area assigned and aid in response to inquiries. Advanced computer literacy, specifically Microsoft Office. Assist with division records including all past and present labor agreements, letters of agreement, related files, etc. ensuring compliance with state and federal laws. Solid written communication to write reports and business correspondence. Assist in responding to internal and external data requests. May complete special projects, write reports, perform research, design questionnaires, etc. Assist with scheduling meetings and City Council actions. Prepare notes and data for review during negotiation sessions and interviews. Maintain collective bargaining unit member reporting in compliance with collective bargaining agreements, create and distribute information to union representatives or upload onto union data website. Proven ability to maintain confidentiality and managed sensitive information with discretion. Performs related duties as required. WORKING CONDITIONS Normal office setting Required Qualifications MINUMUM EDUCATION Associate's Degree in Business Administration. MINIMUM EXPERIENCE Three years of related job experience. EQUIVALENCY An equivalent combination of education and highly related experience in a similar environment may be considered. SELECTION PROCESS The selection process will consist ofa rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. BACKGROUND CHECK The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position. DRUG & ALCOHOL TESTING All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to si n a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position. ELIGIBLE LIST STATEMENT The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire 1 month after it has been established. UNION REPRESENTATION This position is not represented by a bargaining unit. INTERVIEW SELECTION The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position. Knowledge, Skills and Abilities Ability to participate as a team member in a variety of settings. Knowledge of modern administration techniques. Good written and verbal communication skills. Strong analytical skills. Strong organizational skills and ability to multi-task. Good knowledge of modern research techniques and ability to write reports and make recommendations. Proven ability to maintain confidentiality and manage sensitive information with discretion. Demonstrated ability to work with people of diverse backgrounds, cultures, and perspectives effectively and respectfully. Knowledge of the City's Human Resources policies and procedures. Knowledge of labor agreements. Advanced typing and computer literacy, specifically Microsoft Office. General knowledge of PeopleSoft software.
