Serves as a champion for positive employee engagement, experiences, and programs as a trusted advisor to the agencyand#8217;s workforce including the agencyand#8217;s executive leadership team. Contributes to the overall success of the agency by understanding business priorities and proactively collaborating with agency leaders to implement talent strategies and execute people practices. The Deputy Director of Human Resources performs highly advanced (senior-level) work inclusive of solving complex organizational challenges through people-related solutions, establishing engagement opportunities, and managing programs that improve employee morale. Works under the minimal supervision of the agencyand#8217;s Director of Human Resources with extensive latitude for exercising initiative, independent judgment, and decision making.Serves as the Deputy Director of Human Resources, providing leadership, support, and training to other team members and serves as a department leader in the absence of the agencyand#8217;s Director of Human Resources; Ident fies and addresses knowledge gaps in the Human Resources Office to evolve the departmentand#8217;s evolving structure and overall effectiveness.Assists the Director of Human Resources in developing and implementing HR strategies, policies, and functional programs including but not limited to sourcing, recruitment, job classification reviews, total rewards, performance management, leadership development, training, employee relations, and other human resources related duties. Leads the development and execution of people strategies that strengthens alignment, trust, and unity across teams.Serves as a credible, visible, and trusted expert on all matters relating to workforce and culture programs. Develops and leads human resources programs from inception to review, continually monitors the overall effectiveness of those programs and works to have a futuristic approach to evolving the success of the agencyand#8217;s programs.Assists with cultivating strategic partnerships with university and other cybersecurity-focused bodies, veteran transition programs, and more to create a consistent pipeline of talent and specialized interns.Partners with departmental heads to identify critical skill gaps and tailor programs to align with future organization needs.Proactively manages employee relations issues and leads workplace investigations, including conflict resolution, disciplinary actions, terminations, and grievances. Assists managers with documentation procedures and recommends changes to ensure compliance with federal, state, and local employment and labor laws. Maintains up-to-date employee records and HR related documentation for disciplinary and corrective actions.Mediates, defuses, and resolves conversations and conflicts between managers, and/or employees to reduce legal and compliance risks and to optimize engagement, morale, and performance outcomes. Collaborates with division and department leaders and Human Resources specialists to align workforce programs and practices with state and agency strategic plans and objectives.Drives employee engagement and promotes a positive culture through effective communication, recognition programs, continuous learning, and psychological safety.Provides guidance, training, and the coordination of work activities for Human Resources Specialists in the Director of Human Resourcesand#8217; absence or when leading people programs and initiatives. Acts as a Level I Security Coordinator for the CAPPS HR/Payroll module. Additional DutiesMay assign and/or supervise the work of others as needed.Performs other work-related duties as assigned.Qualifications: EducationGraduation from an accredited four-year college or university with major coursework in human resources management, human resources development, business management, or business or public administration.Additional work-related experience may substitute for education on a year-for-year basis (High school diploma required)Experience and Training RequiredSeven (7) years of progressive HR management experience, including at least three years leading HR management for a State of Texas state agency. Proven ability to plan, analyze, and implement complex HR initiatives.Ten (10) years of demonstrated expertise in Human Resources including Talent Acquisition, Employee Relations, Benefits, Classification and Compensation.Experience leading and developing talent acquisition strategies and candidate experience programs.Experience in acting as a people and culture champion and change agent.Experience and Training PreferredProfessional in Human Resources (PHR) certification or SHRM-CP certification preferred; attainment of PHR or SHRM-CP certification within one year of hire date is required.Experience utilizing the Centralized Accounting Payroll/Personnel System (CAPPS) HR/Payroll module.
