The Idaho Department of Commerce is seeking a Grants/Contracts Officer to support the administration and oversight of state and federal grant and contract programs that advance tourism, economic development, and community investment across Idaho. This position plays a key role in ensuring that public funds are used effectively to promote travel, strengthen local economies, support destination development, and administer specialized grant programs, including tourism-related license plate collection grants. The Grants/Contracts Officer provides advanced post-award administration, technical guidance, and compliance support for grant- and contract-funded activities. While the role includes contract oversight responsibilities, the primary emphasis is on supporting tourism promotion initiatives, broadband development, economic development programs, and grant-funded projects that drive statewide and regional economic impact. Primary Responsibilities: Tourism, Broadband, and Economic Development Grant Administration + Administer and support state and federal grants that promote tourism, destination marketing, visitor services, broadband access, and economic development initiatives. + Provide technical guidance to grantees and internal program staff on allowable costs, grant conditions, reporting requirements, and performance expectations. + Review reimbursement requests, program documentation, and progress reports to ensure alignment with grant agreements, program goals, and applicable regulations. + Support the administration of tourism-related and broadband-adjacent specialty license plate collection grants, including eligibility review, compliance monitoring, and documentation of program outcomes. + Assist with grant closeout activities, audit preparation, and responses related to tourism and economic development funding. Contract Administration and Program Support + Provide post-award administration and oversight for contracts that support tourism marketing, economic development initiatives, research, and program delivery. + Review scopes of work, deliverables, and milestones to ensure consistency with program objectives and funding requirements. + Coordinate with program managers, fiscal staff, and legal counsel to address contract questions, amendments, or performance issues as they arise. + Support continuous improvement of contract and grant administration practices to strengthen accountability and program effectiveness. Compliance, Reporting, and Cross-Program Coordination + Ensure grant- and contract-funded activities comply with applicable state and federal laws, rules, and program guidelines. + Assist with monitoring activities, documentation standards, and audit readiness related to tourism, broadband, and economic development programs. + Prepare or contribute to internal summaries, compliance findings, and reports that support informed decision-making by leadership, boards, or councils. + Collaborate with internal teams and external partners to support consistent and transparent grant and contract administration across the Department. Procurement and Program Development Support + Assist with the development of grant and contract scopes of work, evaluation criteria, and program materials that support tourism and economic development goals. + Participate in proposal or application evaluations, ensuring documentation aligns with established criteria and requirements. + Provide technical input to improve program design, implementation, and long-term sustainability of grant-funded initiatives. Minimum Qualifications: + Experience developing grants or contracts including but not limited to identifying goals and timetables; determining program needs and funding; monitoring and evaluating grant or contract activities and expenditures; interpreting laws, regulations, and policies and advising on their requirements; evaluating statistical and financial information and developing reports of findings; and contract negotiation. + Experience with Grant/Contract reporting requirements. + Experience negotiating contracts/agreements. + Experience working with boards, councils, government entities, or executives and presenting to them findings and recommendations. Supplemental Information/Desired Experience: + Experience working in government or private sector procurement. + Experience with sub-recipient monitoring. + Experience evaluating bids or responses to Requests for Proposals or Invitation for Bids for contract services or good knowledge of techniques used in negotiating contract terms and
