The Periodic Maintenance Plans Review Manager serves as the Roadway and Facilities Maintenance authority during project development, ensuring that engineering designs, specifications, and contract documents are operationally sound, maintainable, safe, and cost-effective prior to construction. This role provides critical oversight to identify design conflicts, integrate maintenance and operational considerations, and support high-quality project delivery in compliance with FDOT and Floridau2019s Turnpike Enterprise (FTE) standards.The ideal candidate will possess a Florida-licensed Professional Engineer (PE) credential and broad experience across maintenance, operations, and design development, with the ability to collaborate across disciplines and apply lifecycle thinking to infrastructure projects.Primary Responsibilities Provide comprehensive operational, maintainability, and constructability reviews of plans, specifications, and contract documents throughout all phases of design. Coordinate multidisciplinary review input from Roadway Maintenance, Facilities, Telecommunications, Traffic Operations, Toll Systems, and other operational service areas. Review plans prepared by non-Turnpike entities to ensure compliance with FTE and FDOT standards, with particular focus on maintenance feasibility, facilities and telecommunications impacts, Maintenance of Traffic (MOT), and safety considerations. Manage and consolidate Electronic Review Comments (ERC) for Operations, ensuring clarity, consistency, and timely resolution. Identify design conflicts with maintenance and operational requirements and recommend solutions that improve safety, constructability, efficiency, and long-term asset performance. Integrate lessons learned and historical maintenance experience into plan reviews to support continuous improvement. Serve as a liaison between Maintenance, Construction, Production, Traffic Operations, Toll Systems, and external partners to support coordinated project delivery. Participate in project meetings, design reviews, technical workshops, and coordination sessions as required. Perform field inspections to validate design assumptions, assess constructability, and evaluate maintenance impacts. Support emergency management activities, including preparedness, response, recovery, and post-event damage assessments. Ensure adherence to FDOT, FTE, and Turnpike Safety Program requirements. Demonstrate professionalism, integrity, strong customer service, and a commitment to innovation, efficiency, and fiscally responsible decision-making. Perform additional duties as assigned to support program and organizational objectives. Valid Florida Driver License. Ability to interact effectively with all organizational levels, from senior leadership to field personnel and contractor staff. Willingness to perform on-site field work and attend meetings that may require extended hours based on project needsQualifications: Registered Professional Engineer (PE) in the State of Florida, or ability to obtain Florida licensure through reciprocity (preferred). Minimum of five (5) years of experience in design development, maintenance, operations, or a closely related engineering discipline. Working knowledge of Production and Design Development processes (preferred). Strong understanding of roadway and facilities infrastructure with emphasis on safety, operations, and maintenance. Training or experience in Maintenance of Traffic (MOT) and ADA code requirements. Ability to communicate effectively in English, both verbally and in writing. Equivalent combinations of education and experience may be considered.Knowledge, Skills, and Abilities Strong coordination, communication, and relationship-building skills across technical and non-technical stakeholders. Ability to analyze and interpret complex engineering drawings, specifications, and technical documentation. Proficiency with Microsoft Office and standard engineering documentation tools. Ability to read, interpret, and evaluate roadway, facilities, and telecommunications construction plans. Consistent and objective application of codes, standards, and FDOT/FTE policies.
