Go to CAPPS Recruit to Sign In DESCRIPTION: Performs complex (journey-level) staff services work. Work involves planning, directing, and coordinating several staff services functions such as Divisional human resource needs, administrative support, purchasing, training, and program management. Work will be related to division's personnel and payroll actions (hiring, timekeeping, leave, transfers, progressions, resignations, retirements, etc.); Serve as a resource/consultant and trainer for ICT Division CAPPS users (Centralized Accounting and Payroll/Personnel System) and for all administrative support functions for the division; Serve as a purchase liaison. May provide guidance to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.The following Military Occupational Specialty codes are generally applicable to this position.must fully complete the summary of experience to determine if minimum qualifications are met.ESSENTIAL DUTIES / RESPONSIBILITIES:Plan and assist with the coordination of the division's personnel related processes (e.g., progressions, transfers, leave, resignations, retirements, audits).Prepare, coordinate, review and transmit personnel action forms, complaints and related documents.Assist hiring managers in processing requests to HR to post vacancies; review and further screen applicants referred by HR, as well as assist with Division interview and onboarding procedures.Serve as Division Core HR User, Recruit Coordinator, and Senior Timekeeper and advise senior staff of new developments. Provide CAPPS expertise and supplemental functional support to all ICT Division staff.Provide assistance to personnel through training and instruction and respond to inquiries regarding Divisionand#8217;s human resource-related processes and related General Manual policies.Conduct classroom or e-learning training on CAPPS time entry and approval, agency personnel policies and procedures, and division administrative policies for divisional personnel.Assist in the planning of administrative assignments within the division; formulate division-level administrative support and human resource-related procedure guidance for division personnel.Monitor review and evaluate program compliance with DPS and ICT policies and procedures, statutes and rules.Receive, disseminate, and track departmental records and information, within retention policy.Prepare and review operational and special reports for accuracy that will support senior leadershipand#8217;s decision-making needs.Plan and coordinate administrative and logistical support for special assignments and programs, and ensure proper documentation and tracking of expenditures for agency reimbursement.Prepare, process, and track purchase orders through the Departmentan #8217;s procurement system.Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.Perform other duties as assigned.Qualifications: GENERAL QUALIFICATIONS and REQUIREMENTS:Education and#8211; Graduation from a standard senior-high school or equivalent is required.Experience and#8211; Minimum of five (5) yearsand#8217; work experience in office management, or business administration, orhuman resources/staff support.Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.Licensure and/or Certification and#8211; Must possess a valid driver license from state of residence.Regulatory knowledge and#8211; Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.Technology and#8211; Extensive working knowledge and proficiency in Microsoft Office and CAPPS (Centralized Accounting and Payroll/Personnel Systems), SharePoint, and ability to learn new software/terpersonal Skills and#8211; Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. This position may have the ability to telecommute based on the needs of the division/agency.
