Posting Details Working Title PROPERTY CONTROL MANAGER Position Number 00991A Department PROCUREMENT SERVICES Location Norfolk, VA Type of Position Classified Type of Job Full Time EEO Category H Service/Maintenance Job Description Performs with management and oversight from the Departmentu2019s Procurement Manager, work of considerable difficulty to oversee the University property control functions including central receiving of ETF equipment and delivery of same to campus users. Oversees surplus property through redistribution, sale or disposal of assets in accordance with state and University policy. Type of Recruitment Knowledge, skills and abilities Extensive knowledge and understanding of automated inventory and control systems. Considerable knowledge, skills and abilities in the application and use of Microsoft Office Software Programs to include Word, Excel, PowerPoint. Considerable knowledge of asset receiving and distribution concepts for a public entity. Considerable knowledge of the functions and concepts of property control and inventory practices. Considerable knowledge and administrative management skills in the application of sound business practices as they relate to asset receiving and material handling in a decentralized environment. Working knowledge of a public e-surplus systems that include staging, amending, awarding, and payment components associated with same. Excellent communication skills, both oral and written. Demonstrated skill in working independently in a fast-paced environment. Demonstrated ability to formulate and direct work plans for and supervise the performance of subordinate staff. Ability to identify the market value of surplus assets. Special licenses, registration or certification Certified Forklift Operator Education or training None Level and type of experience Considerable experience supervisory level, with progressive experience related to all aspects asset and inventory control, including identification and implementation of policies and procedures to increase efficiency and effectiveness of related programs. Additional Considerations (supplemental knowledge, skills, abilities, education, experience, licensure, certification) Ability to analyze complex data and develop appropriate reports and documents. High school graduate or the equivalent with subsequent training in business or material/inventory control functions. Technical computer hardware and software knowledge including loading and running software applications. Working knowledge of the ITS current Hardware Disposal Procedures and ITS Asset Control Standards Disposal of Data Procedures. Working knowledge of Commonwealth of Virginia policies and procedures for control and disposal of surplus property. Conditions of Employment If not a a fork lift operator, the ability to obtain a fork lift certification within the first six month of hire. This position is required to complete a Statement of Personal Economic Interest upon hire in accordance with the Code of Virginia. This is an open until filled recruitment.
