JOB REQUIREMENTS: Performs advanced work in the areas of civilengineering under direction of the Engineering Manager; AutoCAD andCivil 3D computer design work on the development of road, intersection,and bridge construction plans, field construction grade staking, andinspection; topographic surveying; develops and inspects stormwatermanagement plans and field practices; and carries out traffic studiesfor intersection improvement project design. Serve as projectengineer/manager for both in-house and outside highway plete tasks that may require assistance to the Engineering Managercoordinating with and providing direction to county employees, outsidecontractors, utilities, land owners, residents, etc. Essential DutiesManages and administers design and construction projects within theengineering division. Responsible for highway design and constructionplans, specifications, contractor documents, surveying, and projectmanagement. Conducts traffic engineering studies on highways andintersections based on existing and projected volume, capacity, accidentdata, access control and all available resources. Conducts manual andmechanical impulse traffic volume counts; compiles traffic accidentdata. Manages access control, driveway permits, building and signset-backs and use of highway by utilities. Reviews and approves theplans and specifications for design and construction projects byconsultants. Performs AutoCAD and Civil 3D computer design work on thedevelopment of construction plans for roadway, bridge, intersection,parking lot, and bicycle/pedestrian trail improvement projects(construction plans include: plan and profile sheets, standard detailsheets, quantities and cross-sections). Prepares engineering plans,specifications, cost estimates and budgets for projects. Administers andcoordinates the development of Wisconsin Department of Natural Resources(WisDNR) required stormwater management plans for construction projects;develops, files and coordinates WisDNR stormwater management and wetlandimpact permits; inspects erosion control field devices to ensurecompliance with WisDNR regulations and stormwater management spects, assists, and directs the highway crew workers, contractors andutility workers in carrying out road, intersection and bridgeconstruction work; calculates field quantities and compares to thecontractor invoices for payment; develops and coordinates, withEngineering Manager, construction change orders; makes field decisionson utility conflicts and construction project traffic control for workerand motorist safety. Assists the Engineering Manager regarding roadconstruction material cost and quantity calculations and estimates;assists other county departments on the development of plans and costestimates on road, parking lot, and drainage pond projects. Preparescost estimates for major road and bridge construction projects. Preparesand reviews detailed highway design investigation reports, per WisconsinDepartment of Transportation (WisDOT) regulations on wetland impact,environmental impact, archeological and historical surveys, pavementdesign, underground soil contamination, utility coordination andrelocation, and railroad crossings. Prepares exhibits for and presentsproject information at public meetings, local official meetings, andbusiness meetings. Assists the Engineering Manager with federal andstate funding applications for bridge and roadway improvement projects.Prepares and reviews contracts with designers, contractors, andsuppliers. Contract and coordinator for Towns that require Engineeringservices and technical assistance. Oversees, directs and teaches summerengineering interns. Determines use and designs intersection controlsincluding roundabouts and traffic signals. Assists the EngineeringManager with road closure and detour notifications. Assists theEngineering Manager in se uring aggregate and asphaltic material neededfor producing asphalt. Coordinates with engineering consultants forvarious asphalt related testing, including density tests, testing ofaggregates, asphalt quality, and is responsible for technical assistancewith troubleshooting. Responsible for reporting and obtaining annual andsemi-annual permitting with the WisDNR and the Wisconsin Division ofTrade and Consumer Protection (WDATCD) in relation to the Asphalt Plant.Assists the Senior Planner in developing, administering, and providingtechnical assistance with the WisDNR municipal storm water permit.Assist in access control, driveway permits, building and sign set-backs,and use of highway by utilities. Performs related functions as assigned.MATERIALS AND EQUIPMENT USED: General office equipment Computer- MSOffice Software AutoCAD/Civil 3D design software Physical Demands Liftup to 50 lbs occasionally; carry up to 25 lbs frequently. Intermittentstanding, walking, sitting, and driving. Extensive knowledge of computerized department programsoftware, internet access, and database, spreadsheet and word processingprograms. Detailed knowledge of project management requirements,timelines, and tools. Ability to utilize word processing, database andspreadsheet programs. Working knowledge of highway construction anddrainage construction, survey methods, materials, maintenance, andequipment. Working knowledge of the laws, codes, and regulationspertaining to the construction of roadways. Working knowledge of theprocedures and practices applied in the inspection of work and materialsused in highway construction. Ability to make complex mathematicalcomputations, and to use surveying, drafting, and electronic calculatingequipment. Ability to analyze data, research information, and compilethe results into detailed recommendations. Ability to read constructionplans and to interpret specifications. Ability to keep accurate anddetailed records and field notes, and to write detailed technicalreports. Ability to establish and maintain effective public and workingrelations.
