Principal, Proposal Quality - Medicaid at Humana in Boise, Idaho, United States Job Description Become a part of our caring community and help us put health first The Principal Proposal Quality implements quality improvement programs for Medicaid Proposals, including annual quality improvement goals, plans of execution, and evaluation of outcomes. The Principal Proposal Quality provides strategic advice and guidance to functional team(s). The ideal candidate is experienced with broad, advanced technical proposal experience. The Principal, Proposal Quality role plays a critical role in the quality of our RFP responses and the efficiency of the whole team. The Principal Proposal Quality, continuously strives to increase their knowledge of Humana Medicaid, products offered, and industry best practices to produce thoughtful, strategic, quality insight at every milestone of the proposal process. The Principal, Proposal Quality is responsible for overseeing the Quality Improvement function within Humana’s Medicaid Proposal Development processes. This role monitors the quality of Medicaid proposals and associated processes, ensuring compliance and continuous improvement. The Principal manages the proposal quality system and collaborates with senior leaders to develop and implement proposal strategies. As an advanced subject matter expert, this individual advises multiple areas, programs, or functions and provides recommendations to senior leadership on significant opportunities for improvement across the end-to-end proposal process. Responsibilities include participating in the development of proposal responses, managing post-submission lessons learned, identifying and analyzing opportunities for improvement, and creating and executing improvement plans. The Principal, Proposal Quality leads the design and execution of an enterprise-level Proposal Quality Operating System, leveraging predictive analytics, governance, and reusable intelligence to enhance win rates, reduce proposal risk, and scale excellence across complex bids. This role drives and supports quality by participating in color team reviews for every RFP and identifying opportunities for improvements in writing and proposal management processes. Additionally, the Principal manages the Mock Scoring process for each RFP response. The position reports to the Associate Vice President, Strategy Advancement (Proposals) and works closely with Proposal Directors, the Director of Content Development, Senior Vice Presidents across the Medicaid Segment, and other Senior Leaders within the enterprise who serve as subject matter experts in the proposal process. Use your skills to make an impact Required Qualifications + Bachelor’s degree or equivalent job experience. + 8+ years of Medicaid proposal development experience , including senior-level responsibility in proposal writing, proposal management, and/or enterprise proposal quality functions. + Demonstrated success designing, governing, and evolving enterprise-level proposal quality frameworks or operating systems , including standardized processes, metrics, and continuous improvement models. + Advanced expertise in proposal evaluation methodologies , including color team reviews, mock scoring, compliance validation, risk identification, and post-submission lessons learned. + Proven ability to act as a trusted strategic advisor to senior and executive leadership , translating proposal performance insights into actionable recommendations with enterprise impact. + Strong command of RFP compliance, scoring logic, and evaluator expectations , with the ability to influence proposal strategy to improve competitiveness and win probability. + Exceptional writing, and editorial judgment , with the ability to assess narrative effectiveness, strategy alignment, and clarity at an executive level. + Demonstrated leadership across highly matrixed organizations , collaborating with proposal directors, content leaders, SMEs, and senior executives to drive alignment and execution. Preferred Qualifications + Master’s degree in Business, Healthcare Administration, Public Policy, Communications, or a related field. + Experience leveraging performance metrics, dashboards, or predictive analytics to drive proposal quality, risk mitigation, and win-rate improvements. + Demonstrated success leading enterprise change initiatives related to proposal governance, content strategy, or operating model optimization. + Prior experience in a Principal, Lead, or Center-of-Excellence role overseeing proposal quality, strategy, or excellence functions across multiple business lines. + Strong executive presence , with the ability to influence without authority and facilitate decision-making among senior stakeholders. + People leadership experience, including direct or indirect management, coaching, mentoring, and development of high-performing proposal or quality teams. Scheduled Weekly Hours 40 Pay Range The compensation range below reflects a good faith estimate of starting base pay for full time (40 hours per week) employment at the time of posting. The pay range may be higher or lower based on geographic location and individual pay will vary based on demonstrated job related skills, knowledge, experience, education, certifications, etc. $115,200 - $158,400 per year This job is eligible for a bonus incentive plan.
