For more information, go to: Description of Job The Work Unit: The Oil and Gas program conducts compliance evaluations (i.e. inspections) and issues permits to Oil and Gas operations (industries, processes, and associated activities) in accordance with the Colorado Air Pollution Prevention and Control Act and Air Quality Regulations promulgated by the Air Quality Control Commission. In addition, the Oil and Gas program provides outreach and compliance assistance regarding oil and gas air quality regulations to the regulated community, citizens, and staff of the Division; supports regulatory and policy development; and performs other Division work related to the oil and gas industry. These responsibilities are divided into two functional groups: Compliance Monitoring and Permitting. The Compliance Monitoring Unit conducts compliance evaluations, including onsite facility inspections, reviews source submitted compliance reports, and provides compliance assistance for oil and gas stationary sources in Colorado. The unit also responds to air quality complaints, and conducts infrared camera inspections. When staff identify issues of non-compliance, the unit supports the formal enforcement process to bring operators back into compliance What you will be doing The purpose of this position is to inspect and evaluate oil and gas stationary sources that emit air pollutants and determine compliance with state and federal regulations promulgated by the State Air Quality Control Act. The position also investigates citizen complaints and addresses public health or regulatory issues related to stationary air pollution emission sources used in the oil and gas activities. This position documents the facts associated with inspections and investigations in reports that meet or exceed EPAu2019s minimum data requirements. When noncompliance is identified, this position works under close supervision to utilize a variety of options to bring the facility back into compliance to ensure protection of public health and the environment. This is an entry-level position. Job Duties: Perform Inspections, Determine Compliance Status and Provide Compliance Assistance Under the guidance and direction of the supervisor: This position determines compliance with air pollution regulations by conducting field inspections throughout Colorado, at times using an IR camera; comparing and analyzing data collected; compiling, computing and verifying emission calculations; writing inspection reports of at least EPA Level II quality; evaluating source submitted documents; and updating emission inventory systems. Discuss any alleged violations with the supervisor and the source so issues of non-compliance are resolved as expediently as possible. When violations are identified, discuss enforcement recommendations with the supervisor and participate as a technical specialist in subsequent enforcement actions. Provide assistance to sources on a variety of topics, including state and federal air regulations, permitting requirements, and air pollution control requirements. Participate in Enforcement Actions Under the guidance and direction of the supervisor: Present findings of fact that support alleged violations, synthesize pertinent information observed or provided during the field inspection, and communicate facts to supervisors, source representatives, legal counsel, consultants, and industry experts. Assist supervisors, manager, and CEP Enforcement Unit Supervisor, Program Manager and staff in initiating, negotiating, and settling enforcement actions. Compliance Monitoring Support Activities and Division Interactions Participates in workgroups that oversee compliance with certain programs or sections of regulations and other special projects as assigned. Attends staff meetings to stay informed of Division procedures, policies, and overall goals. Participates, as warranted, in meetings to educate and inform co-workers of special interest topics and other relevant regulatory, enforcement, or inspection-related information. The position will work with a supervisor to provide feedback and support regulatory and policy development as needed. Training and Certifications Attends training courses related to air quality, or other relevant topics, to obtain the skills necessary to become a fully trained inspector. Attends semi-annual opacity certification courses and annual odor certification courses to maintain valid EPA Method 9 certification and valid odor certification. Attends trainings offered by outside entities, when possible, such as WESTAR and EPA, as well as internal trainings, including inspector training for new Division inspectors and any other mandatory training. As this is an entry-level position, significant internal training is required. Complaint Investigation Under the guidance and direction of the supervisor: Investigate air quality (including odor) complaints to assess potential violations and document activities with inspection reports or Division databases. Analyze information reported, requested, or facts presented by complainants and communicate regulatory applicability, the Divisionu2019s procedural process or limitations to address citizen air quality related inquiries. This position will work with a supervisor, on an as needed basis, with other programs or teams within APCD to offer technical support for efforts such as SIP planning, rulemakings, policy/regulation development, and air quality monitoring with specific emphasis on IR camera technology use, limitations, applications, etc. This position will also contribute to collaborative research efforts with internal or external partners by sharing IR inspection data, coordinating supporting IR inspection efforts, or similar assistance. Other Duties as Assigned Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor. MINIMUM QUALIFICATIONS: An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience. Experience Only: Four (4) years of experience in an environmental or regulatory field which included regulatory compliance, conducting field inspections, and/or enforcement activities related to air pollution inspection and enforcement or a closely related field as determined by the department. OR Education and Experience: A combination of related education (relevant education incudes: environmental science, engineering, chemistry, physics, geology, biology, or closely related field) and/or relevant experience in environmental, regulatory, or policy field which included regulatory compliance, conducting field inspections, and/or enforcement activities related to air pollution inspection and enforcement or a closely related field as determined by the position equal to four (4) years. PREFERRED QUALIFICATIONS In addition to the minimum requirements, the successful candidate in this position will have the following experience: + Previous State Service related to the work assigned to the position + Experience gathering, analyzing, and interpreting data for program monitoring or decision making purposes + Experience interpreting or implementing state and/or federal air quality regulations + Experience writing technical documents + Experience providing compliance assistance + Experience communicating both orally and in writing to a wide range of audiences + Excellent interpersonal skills + Ability to create and maintain strong working relationships + Proven ability to work as a part of a team + Excellent customer service skills + Ability to multi-task and work independently CONDITIONS OF EMPLOYMENT + A pre-employment background check will be conducted as part of the selection process. + TRAVEL: 35% spent traveling for inspections and complaint investigations throughout the state.
