Summary This position is open to current employees of VISN 9. Selectee will be required to be within commuting distance of Tennessee Valley Healthcare System The Nurse HRO Supervisory Program Manager (HRO SPM) is essential in coordinating education, programs, policies, and processes necessary for implementing the principles of a High Reliability Organization (HRO) within the medical center. Responsibilities Acting as a crucial liaison between Tennessee Valley Healthcare System (TVHS), Executive Leadership, and VISN 9, this role involves overseeing activities related to HRO and providing regular progress reports to senior leadership and Veterans Integrated Services Network (VISN) 9. Utilizing data and comparative analytical processes, the HRO SPM recommends the design and implementation of innovative programs aimed at enhancing service excellence, customer satisfaction, and compliance with patient care and regulatory standards. This position actively engages with clinical care areas and collaborates with individual staff, teams, and services to improve safety, quality, and efficiency of care. The incumbent ensures effective communication throughout the facility regarding HRO events, share impactful stories, and the overall implementation plan. Additionally, the HRO SPM serves as the lead for implementing a Just Culture, promoting an environment of transparency and accountability. Partnering with members of the Quality & Patient Safety team, the HRO Supervisory Program Manager identifies vulnerabilities and develops processes and programs that advance patient care across the continuum. Responsibilities also include reviewing Joint Patient Safety Reporting (JPSRs), Root Cause Analysis, SAIL and EPRP data, and other performance measures to assist in creating process improvement changes and enhancing the delivery of care.Furthermore, this role supports the medical center in implementing priority sections of the HRO Toolkit, ensuring a systematic approach to fostering a high-reliability healthcare environment. The HRO SPM oversees the provision of staff education, orientation, competencies, and providing quality improvement and outcomes utilization consultation related to the program. The incumbent demonstrates leadership in delivering and improving holistic care through collaborative strategies with others and evaluates practice in an ongoing process, based on best evidence. The HRO SPM provides peers with informal constructive feedback for improvement. Fosters a safe and supportive environment conducive to the professional development of healthcare professionals. Contributes professional nursing perspective in discussions with the interdisciplinary team. Partners with others to effect change and produce optimal outcomes. Shares educational findings, experiences, and ideas with peers. Questions clinical practices for the purpose of providing evidence-based care. Participates in activities and strategies to sustain an evidence-based-practice culture. The HRO SPM continuously evaluates the program, collecting and submitting facility performance measures. Participates in quality improvement activities and develops performance measures to ensure programmatic outcomes are successful. Ensures the organization's strategic plan, mission, vision, and values are understood by the team and integrated into the program's strategies, goals, objectives, work plans and products, and services. Communicates and evaluates assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and timeframes for completion. The HRO SPM demonstrates proficiency in leadership based on sound judgment, critical thinking, and deliberate planning. Leads discussions with facility leaders regarding program goals and requirements to meet the operational needs of the facility and program. Provides strategic advice and recommendations, while collectively collaborating with the program staff to develop solutions to complex issues and reporting actions to leadership. The HRO SPM is responsible for the documented outcomes at the program level and for supporting the program in all services within the organization. Program level outcomes must be broad and complex and can be demonstrated at any organizational level within a facility, Veterans Integrated Services Network (VISN), or Veterans Affairs Central Office (VACO).
