SUMMARY: This position is assigned to the Microwave Group of Public Safety Communications (PSC), a bureau functioning within the Idaho Military Division (IMD). The purpose of this position is to function as the primary in carrying out the statutory responsibility of operating a provider class Multi-Protocol Label Switching (MPLS) Internet Protocol (IP) network over the statewide microwave systems operated by PSC. Incumbent is responsible for the planning, maintenance and the day-to-day operations of the network used by multiple agencies throughout the State of Idaho for reliable, secure and robust statewide operations. Appointments to this position will be at the Trainee Grade (NGA-11C). To be eligible for promotion to the full grade potential of this position (NGA-12), the incumbent must serve in the Trainee Grade (NGA-11C) for a minimum of 12-months and must demonstrate competence, as determined by the supervisor or his/her designee, in each of the specified job responsibilities/individual tasks identified in the Network Engineer Training and Capabilities provided in this position description. MILITARY DIVISION MANDATORY QUESTIONS: (1) Except for minor traffic offenses, have you ever entered a plea of guilty, no contest, or had a withheld judgment to a felony offense? MANDATORY REQUIREMENTS: (1) Must have and maintain a valid and unrestricted state issued driver’s license (from any state). Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license. (Do not provide a copy of your driver’s license.) (2) Travel is required for training and job performance. Must be willing to travel by all modes of transportation and stay at destinations for moderate to extended periods. (3) Must have, or be eligible to obtain, and maintain a favorable T1 Federal Background Investigation. If a selected candidate does not have a current favorable T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment. (At a minimum, a favorable suitability determination by the State Security Manager is required prior to appointment into this position.) (4) Must be physically able to walk, hike, and travel across remote areas, at elevations up to 10,000 feet; work on ladders, raised work platforms, or towers up to 50 feet high, and carry objects weighing up to 50 pounds. PREFERRED QUALIFICATIONS (MAY BE USED FOR APPOINTMENT AS NGA-12, AT THE DISCRETION OF THE HIRING OFFICIAL): (1) 60 months or more of experience as a paid professional working directly on a provider class network. (2) Formal training documented by certificate from an industry or government agency, or a technical/vocational school certificate showing competence in network design, engineering or management (i.e. degree in a field related to the knowledge required, Cisco Certified Network Associate, Palo Alto products, SolarWinds products, Network , A certification, etc.). REQUIRED EXPERIENCE: Must have 36-months of experience performing work related to the knowledge requirements below. Submit a paragraph for each knowledge requirement that demonstrates the required experience and describes competence in applying the knowledge. Education and training may be used to offset experience. (1) Extensive knowledge of network management, to include system configuration, data ports, hubs, routers; planning, layout, configuration and installation of equipment, and the installation and troubleshooting and the ability to supervise others in the installation and maintenance of network equipment. (2) Knowledge of Federal Communications Commission rules and regulations pertaining to provider class multi-protocol label switching internet protocol networks, the State Microwave Network, and Public Safety Communications Operations. (3) Thorough knowledge of safety practices related to radio frequency systems, general electronic equipment, general electrical applications, remote location and back country activities, basic wilderness survival, climbing harnesses, off-road/all-terrain vehicle operations (wheels, tracks, and skis), and the ability to recognize associated hazards. (4) Working knowledge of electronic and electrical wiring diagrams, wiring principles, system schematics, and the operation, maintenance, and calibration of complex testing equipment; and the knowledge required to diagnose, repair, schedule warranty work, and deploy hardware necessary for network operations. (5) Knowledge of standard computer programs, including but not limited to the Microsoft suite, manufacturers’ diagnostic and troubleshooting products, and a wide variety of special use programming software; and the ability to install, configure, and troubleshoot software and applications on devices. (6) Knowledge of project management, including scheduling phases, defining projects, establishing goals, interpersonal and organizational communication, knowledge transfer, program analysis, and information presentation methods. (7) Knowledge of customer service and support principles and methods sufficient to participate in delivery of a wide range of customer support services to supported organizations.
