We offer flexible scheduling that helps employees maintain a healthy work-life balance.About The Division:Fiscal Management facilitates the flow of financial resources to achieve the goals of the state in support of the Comptrollerand#8217;s role as the stateand#8217;s chief accountant.Work Hours:8 a.m. and#8211; 5 p.m. Monday through Friday, 40 hours a week with occasional evening and weekend hours. Hours may change based on business needs and may vary in accordance with division polices for Work Alternative Schedules (WALT). Fiscal Management adheres to the agencyand#8217;s directive for telework participation.Qualifications: Minimum QualificationsProgram Specialist IIIEducation:Graduation from an accredited high school or successful completion of the General Education Development test (GED).Experience:and#8226; Two years of experience with any of the following: accounting and/or processing, overseeing accounts payable, purchase, travel transactions, analyzing and adhering to legislative or technical policies/programs.and#8226; Two years of customer service experience.Program Specialist IVEducation:Graduation from an accredited college or university with a bachelorand#8217;s degree.Experience:and#8226; Three years of experience with any of the following: accounting and/or processing, overseeing accounts payable, purchase, travel transactions, analyzing and adhering to legislative or technical policies/programs.and#8226; Three years of customer service experience.Preferred QualificationsPreferred Experience:and#8226; Classroom training experience and/or experience with developing training content.and#8226; Experience using Uniform Statewide Accounting System (USAS) and or Texas Identification Number System (TINS).and#8226; Experience with accounting and/or processing or overseeing accounts payable, purchase or travel transactions at a state agency or state institution of higher education.Substitution:One additional year of experience accounting and/or processing or overseeing accounts payable, purchase or travel transactions, and/or analyzing and adhering to legislative or technical policies/programs may substitute for thirty semester hours of the required education with a maximum substitution of 120 semester hours (four years) Licenses and CertificationsPreferred Certification - Certified Texas Contract Manager (CTCM), Certified Texas Contract Developer (CTCD), and/or Certified Public Accountant (CPA) this role you will:and#183; Respond to basic inquiries on travel and purchase rules under the guidance of the supervisor, team lead or mentor.and#183; Research travel and purchase policies and procedures under the guidance of the supervisor, team lead or mentor. Collect and prepare information regarding purchase and travel policies and legislative updates for release to other agencies.and#183; Coordinate and process 1099 data, gross weight/axel disbursement and other allocation payments, Disbursement Method Indicators, document releases, and document tracking, and process settlements and judgment claims and/or miscellaneous claims under the guidance of the supervisor, team lead or mentor.and#183; Conducts training as a junior instructor under the guidance of a senior instructor and perform research and analysis of post-payment audit findings to incorporate into training for state agencies.
