If you are a solution-focused, forward-thinking team player that enjoys working with others toward a common goal for establishing improvements to develop a sustainable medical health delivery system of care, then you should consider joining our collaborative team The Department of Health and Welfare, Division of Medicaid is announcing one (1) opening for the position of Program Specialist in our Medical Care Unit in the Bureau of Clinical and Quality Management. The position will be located in our Central Office/PTC building in downtown Boise. We are seeking applicants with critical thinking skills, developed interpersonal skills, excellent written and verbal communication skills, and who has equal ability to work tactfully as a team player and independently. Experience with healthcare policy research, medical health systems of care, and/or development of contracts and agreements would be valuable. This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time. MINIMUM QUALIFICATIONS: You must possess all the minimum qualifications below to pass the exam for this position. Typically gained by approximately one year of experience where this was a primary responsibility of the job. This experience may include participation in a regional or statewide quality assurance team, business change or project team or a similar assignment. + Experience developing technical written materials such as policies, technical manuals or rules/regulations. Typically gained by at least one year experience working in a business setting developing training materials, reports, policy and/or procedure manuals, written interpretations of law, rules, or policies, or any related background which would be considered similar. + Experience providing technical program assistance to staff. Typically gained by at least one year of experience providing technical assistance to staff in a business setting which could include formal and informal assignments to assist, mentor or train new staff. Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants. + Excellent customer service skills and experience. Typically gained by at least (3) years of work in a customer service driven capacity. + Good knowledge and experience working in a healthcare delivery system. Typically gained by at least two (2) years of work in a healthcare delivery system. + Good knowledge and experience working in healthcare coding and billing. Typically gained by at least two (1) years of work in healthcare coding and billing. + Experience working with a major program or project; including direct practice in the planning, development, and implementation of a program with ongoing oversight of contract compliance, performance and improvement, and evaluating outcomes and data and using results to make changes and improvements to the program. Typically gained by at least one (1) year working with a major program or project; including direct practice in the planning, development, and implementation of a program with ongoing oversight of contract compliance, performance and improvement, and evaluating outcomes and data and using results to make changes and improvements to the program. + Experience interpreting, applying, and explaining laws, regulations, and contract terms and evaluating a program's compliance with said laws, regulations, and/or contract terms.
