It also includes the NRTA, which administers financial security programs and trust funds supporting responsible resource development and site restoration. The office aims to modernize systems, enforce internal controls and support a skilled workforce. The Human Resources (HR) Division provides a complete catalog of human resources services to the offices and employees of the Department of Conservation & Energy (C&E). The Human Resources Analyst A, B, C, or Specialist provides services for the entire employee life cycle including employee administration, personnel actions, training, payroll, benefits and classification and pay. They also serve as a liaison with the Department of State Civil Service (SCS), Office of Group Benefits (OGB), Office of State Uniform Payroll (OSUP), and the Louisiana Employeesu2019 Retirement System (LASERS). Minimum Qualifications Three years of human resources experience; OR Six years of full-time experience in any field; OR A bacheloru2019s degree. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information This Human Resources Analyst A, B, C, or Specialist position is located in the Human Resources Division within the Office of Administration in Baton Rouge, LA. This position independently performs advanced and highly specialized duties providing u201cone-stop-shopu201d human resources services to their assigned office(s). Additionally, the incumbent must have in-depth knowledge of SCS rules, DENR policies and procedures, the rules and procedures governing all types of payroll deductions, etc. Duties and responsibilities include, but are not limited to the following: + Serves as the dedicated benefits and payroll subject matter expert for assigned personnel area(s) to support employees, timekeepers, and management. + Performs all aspects of benefit administration, including entry into LaGov HCM and eEnrollment, for the following programs: LASERS, all OGB health insurance programs, Deferred Compensation, miscellaneous insurance vendors, flexible benefits plants, etc. + Serves as the dedicated classification, compensation, and organizational management subject matter expert to support management and leadership within assigned personnel area(s). + Interprets Civil Service rules and regulations and DNR policies and procedures related to classification, compensation, and organizational management. + Serves as the dedicated recruitment and onboarding subject matter expert to support management and leadership within assigned personnel area(s) in their recruitment and retention efforts, workforce planning, and onboarding. + Serves as the Continuous Performance Management (CPM) coordinator for assigned personnel area(s) to provide guidance and support to managers for an effective CPM. + Serves as the retirement liaison between LASERS and OGB. + Assist HR Supervisor and/or Manager with preparation of items to be submitted to State Civil Service for approval by the State Civil Service Commission. + Performs all other duties and special projects as assigned by the Human Resources Supervisor and/or Manager.
