This position can be primarily remote but must be able to report to the Webb Municipal Building according to business needs (201 W Colfax Avenue, Denver, CO 80202).Who We Are & What You’ll DoThis position offers an exciting opportunity to have an inside view of civilian oversight of law enforcement (police and sheriff departments) in Denver. The Denver Citizen Oversight Board (COB or Board) is seeking qualified applicants to provide comprehensive full-spectrum support to members of the Board as they carry out the Board's Charter-mandated responsibilities to:Appoint and manage the performance of the Independent Monitor, who serves at the pleasure of the Board;Assess the effectiveness of the Office of the Independent Monitor;Make policy-level recommendations on a wide range of public safety issues, including discipline, use of force, hiring, training, community relations, and more;Make specific recommendations in individual internal investigations; andAddress any other matters of concern to the community, the Monitor, and the safety departments.To fulfill these responsibilities, the Board:Regularly meets with the Independent Monitor, Executive Director of the Department of Safety, Chief of Police, and Sheriff;Has access to confidential personnel files and information about internal investigationsConducts community meetings throughout the City; andPublicly reports on matters within their jurisdiction.This position will serve as the sole staff support for the Board as they fulfill these responsibilities. Core areas of responsibility include 1) managing operations and administrative matters; 2) performing policy analysis and drafting reports and other communications; and 3) serving as the primary liaison between the Board and its partners within the City, the media, and in the community.As the sole staff support, responsibilities will regularly range from intern-level up to the level of a director or chief of staff. The primary emphasis of the administrator’s role is likely to evolve over time, beginning with operational excellence in the short term, developing subject matter expertise in the medium term, and over the long term growing into a trusted advisor for members of the Board.This position is ideal for a systems thinker interested in building public trust through independent oversight that is able to efficiently juggle multiple projects at one time. Prior exposure to local government and/or political dynamics is helpful.Across all job duties, the Board Administrator is expected to:Exercise a level of discretion and judgement typically expected in more senior roles;Report continuously to the Chair of the board and manage up to nine appointed board members regarding the ongoing matters affecting the board, exercising a large degree of self-direction and maintaining a high degree of intrinsic motivation; and remain motivated in the absence of day to day supervision;Avoid overstepping their role as support staff even when entrusted with high-level orstrategic projects;Effectively interact and communicate with a wide range of stakeholders who may hold different positions without causing unnecessary friction;Possess excellent oral and written skills that are concise and precise in a variety of styles and contexts;Be willing to execute courses of action they may not personally agree with;Must bring a level of objectivityJob responsibilities will include:Board AdministrationEnsures program operates in compliance with goals and objectives, pertinent laws, rules, and regulations, monitors federal, state, and/or regional regulatory changes to determine when program rules and regulations need to be revisedMaintains Citizen Oversight Board records and filesSupports literature review and secondary analyses of research, theory, and practices relevant to criminal justice and civilian oversightManages and arranges work-related travel for members of the Citizen Oversight BoardMonitors and tracks the Citizen Oversight Board budget and prepares budget documentsTracks and manages board action items and related follow-upsManages the Citizen Oversight Board calendar and arranges stakeholder meetings and community meetings, including public forums mandated by lawOperates a variety of office equipment (i.e., computer, printer, scanner, telephone, etc.)Interprets and explains regulations, policies, standards, and/or procedures to internal/external stakeholders based on extensive knowledge of a specialized area within a defined scopeAdministers video conference technology in support of remote meetingsArranges regularly scheduled meetings, prepares meeting minutes and provides other related administrative coordinationOrders supplies and materials, prepares purchase requisitions, and maintains inventory recordsPrepares and processes documents and other forms in accordance with legal precedent or other specialized technical proceduresCommunicationDevelops program communication plans to achieve goals and objectives of the COBCreates the first draft of most Board communications, including memos, reports, newsletters, etc.Serves as the first point of contact and primary liaison for people seeking to contact the Board.Maintains COB website and manages social media pages accountsSupport oversight processes and recordsCreates a structured process for administering law enforcement oversight, tracking recommendations and their implementation, and understanding outcomes of workBased on feedback from the COB, officials, service providers, and/or community groups - recommends, develops, and/or modifies program procedures, guidelines, standards, and policies to achieve program goals and objectives and determines changes that need to be made in program policies and proceduresContinually conducts assessment and evaluation of COB progress to understand if the board is achieving its objectivesAnalyzes data, identifies actual and potential problem areas, trends, areas of imbalance, and related factors that impact the COB, and prepares recommendations to the COB on solutionsCoordinates with other bodies, organizations, and the publicResponds to citizens with general and/or explanatory information, explains and clarifies rules, processes, and procedures, answers questions, and resolves a variety of problems within a defined scopeBe able to use discretion and care in handling confidential and sensitive informationPerforms other related duties as assignedWhat You’ll BringWe value diversity of ethnicity, race, socioeconomic status, sexual identity, gender, religion, language, ability, and experience and exemplify this through the makeup of our team at all levels. (Some positions may require experience in a specific program area)Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
