Summary This position is located in the Environmental Management Service (EMS) Veterans Health Administration Medical Center at the VA Phoenix Healthcare System (PVAHCS). The primary purpose of the position is to provide day-to-day administrative assistance to the Administrative Officer of the EMS. In addition, the cumbent receives tasks from the management group which includes the Chief, Assistant Chief and other department managers and supervisors of the EMS. Responsibilities Duties will include, but are not limited to the following: Personnel Administration and Management Work The incumbent provides a broad scope of administrative, program, and secretarial support for EMS by assisting with program coordination and technical work in support of management and frontline operations. The incumbent advises and assists EMS management and supervisory staff on personnel process and procedures. Reviews, analyzes, and interprets guidelines, policies, and directives identifying their impact on EMS, independently or as directed by Service Chief on all aspects of EMS operations. Procurement/Contracting Incumbent supports procurement and contracting activities for Environment Management Service. Supports EMS in managing multimillion-dollar budget for procurement of floor equipment, Disinfectant robots, cleaning supplies etc. Work requires general knowledge of the mission and functions of EMS section. Incumbent is responsible for conducting fiscal audits, reviewing potential adjustments, and funding justifications. Administrative Management The Incumbent conducts research at facility level to provide necessary information for the development of both long and short range polices and plans for EMS. Maintains data and documentation for development of Business Plans and various reports as pertaining to EMS operations. Researches and analyzes facility data to support development of policies and procedures for service. Work Schedule: Full-Time, Monday through Friday, 6:00 a.m. - 2:30 p.m. Virtual: This is not a virtual position. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to office administrative, knowledge of pertinent laws, regulations, policies, and precedents which affect administrative operations, program goals and objectives, work processes, and administrative operations of the organization; skill in conducting detailed analyses of complex functions and work processes; and interpersonal skills in presenting staffing recommendations. Knowledge of and skill in applying the principles, practices and methods of budget execution to determine whether obligations, expenditures, and requested allotment are within approved funding imitations for EMS FCP's. Must be skilled in oral and written communication to effectively interact with officials of all levels to include Environmental Management Service, and other facility services as needed. Ability to prepare analytical compliance reporting and other written documents which present the facts, issues, recommendations, analysis and actions.
