About the Agency: The Idaho State Board of Education (Board) is established in the Idaho Constitution for the u201cgeneral supervision of the state educational institutions and public school system.u201d State law charges the Board with the general supervision, governance and control of public schools and postsecondary institutions, including community colleges. The Board is comprised of eight members: seven appointed by the Governor, as well as the statewide elected superintendent of public instruction. The Office of the State Board of Education (OSBE) is charged with providing professional staff support to the Board and implementing the Boardu2019s policies, programs, and initiatives. Summary: The Senior Internal Auditor I in an experienced internal audit position, with beginning specialization in higher education. With minimal supervision, the Senior Internal Auditor I completes assigned individual audit engagements. All work is performed to fulfill completion of the approved internal audit plan. Completion of the audit plan is necessary to support the State Board of Education in meeting its fundamental governance obligations. The Senior Internal Auditor I must adhere to all professional standards and requirements of the Institute of Internal Auditors. Responsibilities: Direct Audit Responsibilities u2013 Primary (60%) + Independently applies audit methodologies, to complete assigned audit engagements or special projects. Internal audits are not limited to financial activities and can include operational, compliance, or information technology components. Work can also include investigating allegations of fraud, waste and abuse. + With minimal supervision, prepares preliminary audit engagement scopes and audit programs which are reviewed and approved by the Systemwide CAE and Systemwide Internal Audit Managers + Leads and coordinates other auditors in the completion of audit engagements + Independently works with client staff to coordinate completion of audit work + Provides guidance and training to less experienced internal auditors + As part of an ongoing quality assurance program, performs reviews of work performed by other auditors + Completes all assignments within established time budgets and due dates + Meets expected direct hour contributions towards the internal audit plan + Prepares audit workpapers in accordance with professional audit standards and requirements of Internal Audit and Advisory Services + Is expected to be apply audit methodologies with little need for correction, revision or reperformance + Is expected to prepare audit workpapers and supporting documentation with minimal need for correction or revision + Is expected to prepare clear, concise, and understandable audit documentation that minimizes the time needed for mandatory review of work + Assists in the development of audit observations and recommendations + Works directly with staff at institutions to complete assigned audit work + Develops and maintains positive working relationships with client staff and institutions + Participates in audit entrance and exit meetings + Monitors progress and status of assigned work, and immediately informs project leads and managers of situations that could disrupt timely completion of audit work + Communicates verbally and in writing with audit clients Direct Audit Responsibilities Secondary (15%) + Assists with audit risk assessments and annual audit planning activities + Assists in the development of audit scope memos and audit programs + Assists in preparation of final audit reports and communications + Completes all professional development and training requirements + Assists in the review of work performed by other auditors + Participates in audit planning meetings + Performs work related to the ongoing quality assurance activities of Internal Audit and Advisory Services + May be required to assist the Audit Manager in day-to-day supervision of a site location Administrative Responsibilities (20%) + Assists with audit risk assessments + Tracks and reports time spent on projects and administrative tasks. Ensures time is entered into project time tracking system + Tracks and updates professional development and training logs + Completes administrative tasks required by the State of Idaho or the Office of State Board of Education (e.g., time entry, mandatory trainings, etc.) Other duties as assigned (5%) Minimum Qualifications: + Bacheloru2019s degree or equivalent in Accounting or related field OR 6 years of experience in external or internal auditing + Strong knowledge of the higher education industry, University operations and risk exposures in higher education + Strong knowledge of Institute of Internal Auditors (IIA) professional standards + Strong knowledge of Generally Accepted Accounting Principles + Strong knowledge of the Committee of Sponsoring Organization (COSO) internal control integrated framework + Knowledge of general information technology controls + Strong knowledge of controls related to fraud prevention and detection + Intermediate level knowledge of Idaho State Board of Education and University policies and procedures + Proficient in researching applicable laws and regulations + Strong interpersonal skills to successfully work with employees at all levels within the State of Idaho Universities + Excellent personal computer skills and strong working knowledge of Word, Excel, PowerPoint and Visio + Ability to extract and analyze data from ERP systems. + Excellent oral and written communication skills + Ability to document and complete work in accordance with IIA professional standards + Ability to work individually or in a group + Ability to handle sensitive and confidential situations and information in a professional manner + Ability to adhere to strict independence and conflict of interest requirements established by the department + Ability to successfully lead multiple projects (and staff as applicable) and prioritize and complete tasks in a timely and professional manner + Basic knowledge of procedures used to investigate fraud, waste or abuse + Knowledge of compliance (laws and regulations) impacting institutions of higher education + Basic knowledge of sponsored program activity Preferred Qualifications: + Masteru2019s degree or equivalent in Accounting + Certified Internal Auditor (CIA) or Certified Public Accountant (CPA) credential (or ability to gain credential upon hire) + Knowledge of governmental accounting + Higher education industry experience, preferably with an Idaho institution of higher education + Knowledge of sponsored program processes, rules and regulations Application Procedure: Prepare a cover letter, resume, and a list of references with at least two former or current supervisors and attach to your candidate profile.
