Job Descriptions: About Our Organization DASA DEC manages the Army's Security Assistance and Armaments Cooperation programs that engage allies and partners across the full spectrum of Army acquisition to achieve force dominance. We lead the U.S. Army Security Assistance Enterprise (ASAE), providing leadership, resource management and policy oversight. We build the capabilities of allies and partners, strengthen relationships with our foreign partners, and strengthen the U.S. industrial base. Position Overview We are seeking an experienced Management Analyst (Force Management) to serve as a principal contractor supporting the Policy and Resources Directorate of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE&C). This position is essential for Foreign Military Sales (FMS) manpower authorizations and requirements. In this role, you will be responsible for planning, coordinating, analyzing and managing changes to all Army Foreign Military Sales Force Structure in support of the Army Security Assistance Enterprise. You will operate with a high degree of autonomy and authority to plan, schedule, and integrate manpower, budget and policy requirements to manage Foreign Military Sales requirements. Core Duties and Responsibilities + Develop manpower requirements and authorizations, identifies Unit Identified Codes (UICs) and Commands regarding Foreign Military Sales (FMS) matters. + Develop, coordinate and integrate force structure decisions during the Security Assistance Program Budget Review (SAPBR) regarding changes to FMS authorizations. + Analyze impacts of FMS Manpower changes driven by FMS customer demands and requirements, develops alternatives for achieving changes, and recommends preferred courses of action for the Army SAE. + Conducts independent studies related to Force Management, and functions as an analyst conducting in depth reviews of budget, program, and workload requirements in the Total Army Analysis (TAA), SAPBR process, and has in depth knowledge of FMS processes and resource requirements advising key stakeholders on feasibility of changes. + Serves as DASA DE&C lead at executive meetings including the Program Evaluation Group (PEG) and Program Budget Committee (PBC) meetings, as well as various conferences with Department of the Army and MACOM representatives, and outside agencies, such as Office of the Secretary of Defense (OSD), Joint Chiefs of Staff (JCS), and Government Accountability Office (GAO) as it pertains to programmed Army SAE force structure matters. + Coordinates the force integration functional area (FIFA) activities of all documented and future documentation actions pertaining to Army SAE FMS positions with various staff offices throughout HQDA. Oversees and coordinates the activities related to documentation and integration of FMS including producing change packages, TDA crosswalks, Manpower Travel Data Sheet reviews, documentation error corrections, CTYPE adjustments and synchronization of documentation with Command Plan and out of cycle schedules. + Resolves any workload problems not covered by precedent or current policies and directives which include adjusting budget requirements for authorizations, ensuring manpower information is managed by FMS case, and adjudicating position coding on TDAs by FIFA requirement. + Develops and implements a data management plan to manage organizational changes in the FMS force and establish an audit trail to ensure integrity, accountability and source of data and support rationale for related decisions. Ensures audit trail is retrievable and identifies who, what, when and why (basis for decisions) organizational changes were made. Required Experience: Essential Requirements + Security Clearance: Must possess an active Secret security clearance. + Education: Bacheloru2019s degree. + Experience: A minimum of 5 years of direct experience performing force management in the Department of War. Must be knowledgeable and have experience in analytical and evaluative methods plus a thorough understanding of how FMS Force principles and policies are administered. + Regulatory Knowledge: Deep understanding of force management in the Department of War and Foreign Military Sales. Demonstrated knowledge of the legal and regulatory framework governing Security Assistance, including Title 10 and Title 22 authorities. Must have a strong understanding of Foreign Military Sales budget process, budget submittal and allocation of resources. + Technical Skills: High proficiency in FMSWeb, MS Excel and MS Access for data analysis and database management. + Data Analytics: Demonstrated experience using data analytics techniques to analyze large datasets and identify trends, anomalies, and control weaknesses. Proficiency in MS Access and high proficiency in MS Excel are required. + Communication: Exceptional written and verbal communication skills with a proven ability to advise senior leaders and professionally represent DASA DE&C to internal and external organizations. Preferred Qualifications + Direct experience in working force management for Foreign Military Sales in the United States Army. + Demonstrated expertise in Department of War force management systems and command plan processes. + Proficiency in completing detailed Department of War manpower studies and using database management tools (e.g. MS Access) to analyze large datasets and identify trends or anomalies. + Direct experience with Army financial systems and processes, including the General Fund Enterprise Business System (GFEBS) and the Common Workforce Analysis Tool (CWAT). + Experience mentoring or guiding junior staff in force management principles, techniques, and documentation. Work Environment + Location: Redstone Arsenal, AL + Travel: May be required up to 25% of the time to CONUS locations for temporary duty (TDY). + Schedule: Standard business hours, with occasional evening or weekend work as required by mission needs. + Remote Work: Remote work may be authorized. + Collaboration: Regardless of physical location, all team members are required to maintain a full virtual presence and actively participate in team meetings, discussions, and collaborative efforts via MS Teams, or other collaborative applications as directed during core business hours.
