JOB REQUIREMENTS: Examples of Duties: Acts as legal advisor and provideslegal services to legislative body, committees, commissions, boards,authorities, City departments and public officials. Performs generalmunicipal legal research, writing, and drafting. Assists in variouslegal matters, including open records requests. Drafts legislation andsubmits proposed ordinances for presentation and review at the requestof Common Council or various committees, as well as policies,procedures, resolutions, legal briefs, legal memoranda, and other legaldocuments. Represents committees and boards in legislative andquasi-judicial proceedings. Prepares contracts, leases, and various realestate documents, including lien rights, mortgages, foreclosures, andevictions among others. Represents the City's interest in contractnegotiations and carries out goals of such contracts. Assists theDepartment of Public Works and City Treasurer with tax or bill recovery,including bringing action to collect debts and subrogate itiates and defends against litigation and attends administrativehearings before state agencies as needed. Prepares briefs and researchesappellate cases in state and federal courts. Prosecutes violations ofCity ordinances and assists in enforcement of code provisions. Performsother duties as assigned. OTHER EXPERIENCE ANDQUALIFICATIONS: Minimum Qualifications Required: 1-3 years of experiencein municipal law and legislation preferred. License to practice law inthe State of Wisconsin. Admitted to practice law in federal courts atthe time of hire or within 1 year of hire date. Compliance withcontinuing education requirements. Notary public commission. Must haveacceptable personal and professional history as determined bysuccessfully completing a background investigation. A combination ofequivalent experience and/or education may be considered. Knowledge,Skills & Abilities: Good knowledge of City codes and ordinances andState law. Good knowledge of the principles of civil and criminal lawand of the methods and practices of pleading, judicial procedures andthe rules of evidence. Good knowledge of the principles, methods,materials, practices and references utilized in legal research. Goodskill in analyzing, appraising and organizing facts, evidence andprecedents to ascertain the determining aspects of cases and to presentsuch material in a clear and logical form. Skill in determiningalternative choices. Skill in conducting legal research and dataanalysis. Skill in determining proper courses of action. Skill incommunicating complex ideas both orally and in writing. Skill in dealingwith City departments, officials and the general public. Ability tomaintain an impartial demeanor in political issues. Ability to establishand maintain effective working relationships. Ability to utilize acomputer and the required software. Ability to work the required hoursof the positions. May be required to demonstrate minimum competency bysuccessfully passing approved tests. PHYSICAL REQUIREMENTS: Ability toperform the following activities: Lifting up to 10-20 pounds.
