Essential Job Functions Formulates and develops plans, policies and projects for the program. Maintains liaison with various agencies and organizations including County departments, local, State and Federal agencies, community agencies, and other concerned parties, both public and private. Develops budget requests, maintains fiscal control, and directs maintenance of an accounting system for reporting and auditing purposes. Develops statistical and accounting procedures, and ensures that adequate reporting systems are set up to meet established requirements for funding and adequate evaluation of the program. Prepares and administers contracts for services with outside agencies. Directs studies of workload requirements. Acts as the Chair of the five EPIC-LA subcommittees to help set priorities and facilitate continued enhancement of the EPIC-LA system, including tracking a project portfolio with key metrics to support optimized resource allocation. Requirements REQUIREMENTS TO QUALIFY: Option I: Graduation from an accredited four-year college or university with a Bachelor's degree in Information Technology or a closely related field (Management Information Systems, Computer Science) and five (5) years of experience analyzing and making recommendations for the solution of problems of organization, systems and procedures, programs, and establishing, administering, and maintaining contracts, and requesting, verifying, and determining budget requests. Two (2) years of the required experience must have involved direct responsibility for managing projects or programs that included coordinating multiple stakeholders overseeing project groups, timelines, and objectives, and ensuring the successful implementation of large-scale initiatives involving competing priorities. Option II:Seven (7) years of experience analyzing and making recommendations for the solution of problems of organization, systems and procedures, programs, and establishing, administering, and maintaining contracts, and requesting, verifying, and determining budget requests. Four (4) years of the required experience must have involved direct responsibility for managing enterprise-scale technology projects or programs that included coordinating multiple stakeholders overseeing project groups, timelines, and objectives, and ensuring the successful implementation of large-scale initiatives involving competing priorities. Multiple stakeholders is defined as involving at least five (5) stakeholders. Stakeholders is defined as departments, outside agencies, philanthropic organizations, or other related organizations. Large-scale initiatives is defined as multi-year initiatives with a budget of at least $10 million with organizations consisting of at least 5,000 employees. OUT-OF-CLASS EXPERIENCE WILL NOT BE ACCEPTED FOR THIS EXAMINATION. PHYSICAL CLASS: Physical Class II u2013 Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit, and some bending, stooping, or squatting.
