This position is located in the Applications and Data Management Section. Req. 216630 The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the Stateu2019s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. This position is in the Human Services Cluster of the Applications and Data Management (AppDM) section of OTS and is responsible for developing custom applications for information technology database and software systems for the Louisiana Department of Education. The Division of Administration is the state governmentu2019s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following: + Overseeing the stateu2019s capital construction program + Working to provide state and federal grants for community development + Development of the state budget + Providing technology services + Giving agencies guidance in the state purchasing and contracting process as they seek goods and services + Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes Minimum Qualifications Two years of experience in information technology; OR Six years of full-time work experience in any field; OR An associate's degree in information technology; OR A bacheloru2019s degree. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. NOTE: A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles. Job Duties and Other Information Job Duties: Evaluate user requests (for maintenance as well as new development) and define data elements. Design structure for database, perform advanced system analysis to determine the necessary program modules to modify or write as well as their function and behavior. Perform system impact analysis on the user change requests. Prepare a technical design document for the lower level analysts/programmers outlining the solution in highly technical terms by performing advanced system design and analysis. Design, code, compile, debug, modify and document new or existing highly complex applications programs within accepted standards and procedures. Make critical decisions on design, technical requirements and file designs with minimal supervision. Analyze changes, enhancements and/or system designs to ensure data integrity and availability. Provide technical support as needed; perform trouble-shooting and implement applicable solutions to address system issues. Meet extensively with users to determine their information technology needs on various initiatives offering expert knowledge of IT solutions to match their needs. Review user requests, test plans, and playbooks for maintenance and deployment activities. Review and provide feedback on deliverables, technical documents, project plans, issues and risks, change requests and defects. Support System Testing and User Acceptance Testing activities. Perform deployment tasks for all system environments. Consult with Production Control on maintenance schedules. Performs all other tasks, special projects, analysis, studies and plans as directed, other duties as assigned by supervisor.
