Job Description

Summary This position is located in the Policy and Programs Division, Office of Counterintelligence, Domestic Operations Directorate, Bureau of Diplomatic Security (DS/CI/PPD). The Office of Counterintelligence works to detect, deter, and neutralize the efforts of foreign intelligence services targeting Department of State and foreign affairs community personnel, facilities, and missions worldwide. For more information about the Bureau, visit: DS Responsibilities Provides oversight on the screening, review, evaluation, and adjudication of security clearance cases that pose potential national security or counterintelligence risks. Leads deliberations within Special Adjudications Assessment Team (SAAT) to determine the appropriate action to be taken in cases where substantial foreign influence (FI) and/or foreign persuasion (FP) issues are present. Conducts studies of current methods and practices used in screening FI/FP cases and recommends changes to improve the overall effectiveness and efficiency of the process. Establishes liaisons in the intelligence and law enforcement community to exchange information on counterintelligence matters of mutual interest and concern. Oversees the management of contractors, ensuring compliance with contractual terms and conditions and identifying and rectifying problems to ensure satisfactory work. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience consulting on foreign influence (FI) and foreign preference (FP) concerns with respect to the impacts to U.S. national security. Experience evaluating investigative findings assessing counterintelligence risk. Experience advising on adjudicative opinions and recommendations for counterintelligence investigations. There is no substitute of education for specialized experience for the GS-14 position. Education Education requirements do not apply to this vacancy announcement.
