Summary Employee will be assigned to Environmental Management Services, VA Healthcare System West Palm Beach, FL, serving as the Textile/Laundry Manager. The laundry provides support to the healthcare system with all associated community-based outpatient clinics. The textile care facility operates five (5) days a week, eight (8) hours per day with current annual production of over 1.8 million pounds annually. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Duties include, but may not be limited to the following: Ensures that all equipment is properly utilized, accounted for, well-maintained, efficient, effective, and economical. Has responsibility for all functions of a modern textile care processing facility which encompasses the utilization of the most sophisticated high tech computerized laundry equipment. Maintains an accurate record of the linen distribution to have proper accountability and distribution of quotas to all units and maintains open communication with all units serviced by the textile care processing facility. Serves as Textile/Laundry Manager for the consolidated Laundry/Textile care plant to include West Palm Beach, Miami and all outlying Community Based Outpatient Clinics. Serves as Contracting Officer's Technical Representative for various Environmental Management Services projects. Serves as Manager of the laundry plant with an average output of approximately two and half million pounds of soiled linen. Responsible for VISN 8 Laundry Emergency Contingency Plan between Bay Pines, Lake City and West Palm Beach Florida. Manages laundry operations staff and certifies time and attendance in the appropriate automated leave system. Recommends promotion or reassignment of subordinate supervisors and employees, makes formal appraisals of their performance, and reviews personnel actions and performance appraisals. Determines staff training needs. Advises and councils subordinate supervisors and employees on how to improve their performance and explain new work techniques. Maintains administrative records; and has responsibility for an annual budget of approximately $500,000 for the laundry/textile division. Establishes and maintains communications with vendors who support laundry operations including internet providers, uniform supply, and transportation. Performs other related duties as assigned. Work Schedule: Monday-Friday 7:00am-3:30pm; subject to change based on the needs of the facility. Qualifications SPECIALIZED EXPERIENCE: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-9 level in the Federal service. Examples of qualifying specialized experience include: performing a variety of administrative and oversight services concerning laundry and dry cleaning functions; identifying and recommending needed equipment repairs, upgrade, or purchases; ensuring laundry and/or dry-cleaning processes and services operate efficiently to include directing and evaluating work performed by laundry workers; forecasting expenditures and preparing budget estimates; and maintaining communication with various departments and external vendors regarding supply and distribution needs. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (Transcript Required) - Applicants must possess successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINING EDUCATION AND EXPERIENCE (Transcript Required) - Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. Physical Requirements: Regular and recurring work involves considerable physical exertion of walking, driving, bending and lifting moderately heavy equipment or other items weighing under 50 pounds. May be required to walk or drive in inclement weather from building to building or from the Medical Center to various locations.
