Yes County Albany Street Address 1220 Washington Ave. Building 22 City Albany State NY Zip Code 12226 Duties Description The incumbent of this position will report to the Radiological Emergency Planning (REP) Unit within the Office of Emergency Management. Duties include but are not limited to the following: u2022 Assist in providing oversight and direction to section staff. u2022 Provide a full range of supervisory functions of section staff. u2022 Lead and assist staff in providing Federal requirement technical planning assistance to state and local agencies in the development of a wide variety of emergency response plans. u2022 Represent the section in attending or facilitating planning meetings, conference calls, workshops, and in the delivery of exercises to test the effectiveness of emergency plans. u2022 Assist with the development of policies and procedures for Headquarter Operations. u2022 Provide guidance to staff in developing, maintaining, and updating the Radiological Emergency Preparedness Annex for Fixed Nuclear Facilities and supporting documents. State Comprehensive Emergency Management Plan (CEMP) and support documents. u2022 Review and comment on emergency plans, as appropriate. u2022 Develop, review, and implement state-level REP emergency operational procedures, plans and communications. u2022 Coordinate and collaborate with public and private sector stakeholders and other organizations that can support the Stateu2019s disaster planning and preparedness efforts. u2022 Provide assistance in conducting hazard analysis workshops, risk assessments and using applicable data to support emergency plan development. u2022 Conduct and/or facilitate the delivery of emergency management related training, both locally and regionally across the State. u2022 Perform as the Exercise Director, create, conduct and evaluate annual REP Exercises. u2022 Develop and maintain good working relationships with all REP State, local, federal and licensee partners. u2022 Represent the REP Section in high level meetings. u2022 Learn, comprehend, and execute all federal REP requirements. u2022 Ensure all licensee documentation, brochures, maps and charts are up to date and sent out to the public in as required. u2022 Perform as the lead for REP related task force teams. u2022 Ensure all inventory is conducted, track, order and ensure distribution of Potassium Iodide as required. u2022 Support program efforts for section initiatives and projects, including continuity of operations planning, accreditation efforts, and developing planning guidance. u2022 Complete administrative paperwork as related to program issues. u2022 Obtain program-specific and NIMS training to enhance existing skills. u2022 Identify and establish administrative priorities within assigned programs. u2022 Perform additional tasks as requested by the Section Chief. u2022 Support the State Emergency Operations Center Activations. u2022 Travel may be required. Minimum Qualifications NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). To be considered for appointment through NY HELPS or 55b/c candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: Seven years of emergency management experience as listed below. Substitutions with a degree in a related field as listed below:u2022An associate degree in a related field can substitute for two years of specialized experience; u2022A bachelor's in a related field degree can substitute for four years of experience; u2022A master's degree in a related field can substitute for five years of experience; u2022A doctorate in a related field can substitute for six years of experience. Qualifying experience:u2022Coordination and implementation of emergency management and disaster preparedness programs. u2022Preparation or modification of disaster plans. u2022Preparation, modification, presentation of disaster educational training and/or exercises. u2022Gather and analyze information to produce briefings or reports or to make timely and effective incident response decisions. u2022Represent an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System. u2022Manage or supervise logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies. REASSIGNMENT/TRANSFER Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent, or 55b/c service as a Disaster Preparedness Program Representative 3 and are interested in reassignment OR are a current New York State employee with one year or more of qualifying permanent service as an Agency Emergency Management Coordinator and eligible for transfer under Section 70.1 of the Civil Service Law. Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
