The City of Billings is recruiting for an Engineer I/II.Salary Range: Salary reflects Step 1 and Step 7 of a 7-step pay scale. Salary at hiring will be dependent upon the applicant's education, experience, and training.u2022 Engineer I: $34.9493 - $46.8402 per hour.u2022 Engineer II: $40.1861 - $53.8275 per hour.Work Schedule: Monday through Friday, 8:00 a.m. to 5:00 p.m.Engineer I Job Summary:Under general supervision to perform professional engineering work involved in the design, investigation and construction of all types of public improvement projects including streets, storm drainage, water and wastewater systems; to prepare plans and specifications; and to act as a project manager on assigned projects. This is the entry level in the Engineer class series which operates under the supervision of a registered Professional Engineer in Montana. Positions at this level usually perform most of the duties required of the positions at the Engineer II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Since this class is often used as a training class, employees may have limited or no directly related work experience. In addition, positions at this class level are not expected to possess registration as a Professional Engineer but must possess an Engineering-in-Training License.Engineer II Job Summary:Under general supervision to perform professional engineering work involved in the design, investigation and construction of engineering projects including streets, traffic controls, stormwater, solid waste, and water and wastewater systems; to prepare plans and specifications; and to act as a project manager on assigned projects. This position performs a full range of duties as assigned, working independently and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in this class series are flexibly staffed and positions at the Engineer II level are normally filled by advancement from the Engineer I level when a Montana Registered Professional Engineers License is obtained.Engineer I Essential Duties and Responsibilities:u2022 Serve as project manager on assigned projects.u2022 Oversee, direct and review the work of assigned professional and technical project staff.u2022 Establish design criteria to be used by project staff and/or outside consultants.u2022 Establish grades for streets, curbs and gutters, alleys or other paving projects, water and sewer lines and facilities, and similar projects.u2022 Prepare preliminary and final estimates of work and material requirements.u2022 Coordination required advertising for bids.u2022 Act as a project engineer.u2022 Research applicable codes, regulations and requirements for assigned project.u2022 Develop and oversee the development of construction plans and specifications.u2022 Oversee and prepare changes as field conditions warrant.u2022 Maintain constant awareness of progress on assigned projects to assure compliance with designated time and cost schedules for project completion.u2022 Supervise and participate in the inspection of construction projects.u2022 Prepare change orders.u2022 Review contractors estimates and prepare/review progress payments.u2022 Help construction inspectors in the interpretation of plans and resolution of problems during construction.u2022 Review and record drawings to ensure compliance with original plans and specifications.u2022 Participate in directing the activities of survey parties.u2022 Convert, compute, and plot information obtained in field surveys.u2022 Participate in the evaluation of procedures and in the develo ment of new and improved practices.u2022 Participate in the development and preparation of standards for engineering design and materials of construction.u2022 Prepare special engineering studies and reports.u2022 Perform special assignments on engineering problems as necessary.u2022 Prepare specific studies for other City staff.u2022 Review subdivision plans and site plans for conformance with City ordinances and State law.u2022 Review private contract projects for conformance with City ordinances, policies, standards and accepted engineering practices.u2022 Meet with architects, engineers, and developers to provide preliminary reviews of development concepts and design.u2022 Review and process requests for Special Improvement Districts, right-of-way vacations, encroachment permits, address assignment and site development ordinance variance request.u2022 Participate in the Development Review Committee.u2022 Provide technical assistance and support to other divisions and departments.u2022 Provide public counter support to developers, builders, contractors and the public pertaining to City engineering and related requirements.u2022 Attend public meetings as requested.u2022 Exercise professional engineering judgment in accordance with current accepted practice of civil engineering and appropriate laws and codes.u2022 Performs other duties as
