Odyssey Systems has an exciting new opportunity for an experienced Journeyman Configuration and CDRL Data Manager (CM/DM)supporting a high priority acquisition mission within the Air Force Life Cycle Management Center’s Cryptologic and Cyber Systems Division (AFLCMC/HNC).The Cryptologic and Cyber Systems Division (AFLCMC/HNC) is a one-of-a-kind Air Force activity operating from Lackland AFB which provides life cycle management for IA and other critical systems. The division’s primary mission is cyberspace support. AFLCMC/HNC is responsible for technology development, acquisition, sustainment, and demilitarization of cyber security systems or products that provide mission assurance by ensuring warfighter access to the information systems and its products, while denying adversaries access to the same. The division also provides product support to other critical Air Force, DoD, and national force protection and intelligence systems required by the nation to mobilize, deploy, support, and sustain operations.This is a full time position located at Lackland AFB, San Antonio, TX.Duties include, but not limited to:Provide configuration and CDRL data manager (CM/DM), quality assurance, program/project, requirements analysis, risk management, and software engineering support services in accordance with the program’s Configuration Management (CM) Plan, Air Force SEAM CM processes, program development/sustainment contracts, and PMO practices. Support activities will range across the CM, quality assurance, program/project, requirements analysis, risk management, and software engineering activities outlined in the task order PWS. Activities will vary depending upon the current activities of the program/system, scope of the current development/sustainment cycle, and other corporate and program initiatives. Progressive experience in managing configuration of software, engineering documents, design drawings, engineering changes and notices, and planning/conducting design audits to enable Government ownership of the program technical baseline. The Contractor must have skills and experience necessary to perform the following tasks:Provide CM of all relevant program artifactsArchive acquisition documentationReview and analyze the development/sustainment Contractor’s CM program and data deliveries for accuracy, completeness, and complianceMaintain CM files including configuration identification, change control, and status accounting recordsConvene and manage the Configuration Control Boards, Technical Review Boards, and record approved changes and resultsParticipate in cross-functional change control boards to evaluate proposed changes.Review and analyze proposed changes to ensure operational and sustainment capabilities are not adversely affected by the changesReview the Configuration Control Board membership list for currency and completeness.Support Engineering AssessmentsPrepare for, conduct, and/or support major audits such as Physical Configuration Audits and Functional Configuration AuditsRecord and maintain assessment and audit findings, minutes, and action itemsReport the Development/Sustainment’s data delivery statusSupport pre- and post-contract award data reviewsReview and analyze the development/sustainment Contractor’s conformance to CDRL requirementsProcess Government and development/sustainment Contractor correspondence.Support the establishment of workflowsTrack data item deliverables and responsesSupport development/sustainment of paper and automated archival systems of all covered documentationWork closely with program management, systems engineers, quality managers, draftsmen and design/manufacturing engineers in an integrated product team environmentDevelop and administer CM plansMaintain design traceability and integrityAssist the Government with configuration control for IT systems. This shall include configuration planning, data analysis, maintenance of configuration documentation and data, and maintaining inventory/configuration statusManage configurations of software, engineering documents, design drawings, engineering changes and notices, and planning/conducting design audits. The candidate must have skills and experience necessary to work closely with program management, systems engineers, quality managers, and design engineers in an integrated product team environmentSupport review boards via meeting attendance and capture meeting minutes including the Configuration Control BoardTrack Change Requests and Discrepancy Reports/Problem ReportsEnsure integrity of the baseline including major releases, minor releases, patches, and software maintenanceProvide Quality Assurance checks on system baselinesSupport Licensing tasks and packaging and delivering of software to usersMaintain the CM library and software repositoryManage and control product baselinesRecommend and document comprehensive CM plans for software, hardware, firmware, and peripherals for IT systemsAnalyze data and prepare plans and briefings in support of software-driven systemsPerform studies and monitoring effectiveness of CM plans to identify potential and existing problems and make recommendations for resolutionAudit and review IT system configurationsControl the configuration of IT systemsIdentify and maintain all baselinesOversee the CM USAP Self Inspection Checklists, input results in MICTCreate and maintain revisions to the CDRL packagesPrepare and issue Data CallsConvene, manage, and participate in Data Requirements Review Boards and record approved requirementsReceive and distribute CDRL data deliverablesMaintain distribution lists of points of contact (POCs) of CDRL data deliverable for program’s method of transmittal (i.e., a common mailbox, Integrated Digital Environment, CD-ROM, etc.)Ensure integrity of CDRL justification formsMonitor Contractor compliance of CDRL data deliverablesProvide CM/DM input into all program documentationAdequately identify data requirements in the Statement of Work, Statement of Objectives, and/or PWSEnsure compliance with DoDI 5230.24, Distribution Statements on Technical Documents; DoDD 5230.25, Withholding of Unclassified Technical Data from Public Disclosure; DoD 5010.12-M, Procedures for the Acquisition and Management of Technical Data; DoDI 5000.02, DFARS 252.227-7013, DFARS 252.227-7014, and ASSIST database.Citizenship: Must be a US citizenMinimum Required QualificationsClearance:Must have and be able to maintain a Top Secret Level ClearancePreferred QualificationsEducation: BA/BS Degree in related fieldYears of Experience: 3+years of professional experienceIT CM experience within the DoD environmentExperience performing hardware and software configuration auditsExperience performing the technical/administrative activities necessary to manage CM tools for inventory control, version control, data duplication, and media labeling.Experience producing release notes and CM reportsAn in-depth understanding of the configuration change control process, the role of the Change Control Board, and change control documentationExperience performing baseline administrative activities for multiple environmentsExperience developing briefings for managementUnderstanding of all phases of the software development life cycleAbility to enter and manipulate data in a databaseStrong attention to detailStrong organizational skills and the ability to multi-taskAbility to work independently and with a teamExperience in MS Office Suite software requireAssist the Government in developing and administering CM plans; maintaining design traceability and integrity; convening and managing change boards; and preparing for and attending major events such as, but not limited to, Technical Interchange Meetings, Preliminary Design Reviews, Critical Design Reviews, Physical Configuration Audits, Functional Configuration Audits, and Configuration Control Boards.Additional InformationLocation:Lackland AFB, San Antonio, TXTravel:Travel may be required per the customer's discretion#LI-RB1Odyssey Systemsis a world-class technical, engineering, and integration company serving the warfighting ecosystem with airborne integration, ISR, C2, and warfighter readiness capabilities.
