Our Company vigorously pursues opportunities to recruit and develop job candidates who have the desire and potential for becoming qualified employees through our Affirmative Action Plan.Position OverviewM&J Engineering, Inc. is seeking aQualityControl Manager (QCM)to support Quality Control services on theCTDOT TIME 1 Contract (Location: Bridgeport / Stratford).TheQualityControl Manager will serve as theindependentqualityauthority, responsible for overseeing, auditing, and verifying the Contractor’sQualityControl Program and construction activities for compliance with Contract Documents, Agency Standards, and approvedQualityControl procedures. The QCM will coordinate closely with M&J senior management, the Owner/Agency, and the Contractor, while maintaining independence from construction means and methods.CEIQualityControl OversightEstablish, maintain and implement a written Project-SpecificQualityControl (QC) Programin accordance with the CTDOT requirements.Verify that the Contractor’s QC Program addresses all required elements, including:Organization and authorityDocument and submittal controlDesign and shop drawing controlProcurement and materials controlSubcontractor, fabricator, and supplierqualityoversightInspection and testing proceduresSpecial process controlNon-conformance resolutionRecords management and reportingConfirm that the QC Program is maintained as aliving document, with revisions submitted, reviewed, and implemented as conditions change.ConstructionQualityAssurance (QA)Provide CEI oversight of Contractor QC activities forcritical and routine work categories, including but not limited to:Earthwork, drainage, asphalt, and concreteStructural steel and bridge constructionFoundations, piles, drilled shafts, and retaining systemsElectrical, environmental, and permit complianceRailroad trackwork, signals, circuits, and overhead catenary systemsEnsure thathold pointsidentified in the QC Program are enforced and that work does not proceed without required inspections and releases.Verify competence and qualifications of Contractor QC staffing duringsimultaneous critical work operations.Inspection & Testing VerificationAudit Contractor inspection, sampling, and testing activities for compliance with Contract requirements.Review inspection reports, test results, and QC documentation for completeness and accuracy.Confirm use of qualified laboratories (AASHTO AAP / NETTCP) and certified QC personnel.Non-Conformance & Corrective Action OversightReview and track:Contractor-issued Non-Conformance Reports (NCRs)Agency-issued Non-Compliance Notices (NCNs)Verify corrective actions, closures, and implementation of preventive measures.Ensure lessons learned and procedural changes are communicated to field personnel.Document Control & Records ManagementVerify Contractor document control systems ensure onlycurrent, approved documentsare used in the field.Monitor submittal logs, status tracking, and recall of superseded documents.Ensure QC records are properly maintained, protected, and retained in accordance with Agency requirements.Reporting & CoordinationReview and validate Contractordaily and monthly QC reports, including:QC activities and inspectionsTesting and sampling resultsNon-conformance status updatesSubmittal status trackingTwo-week look-ahead schedulesParticipate in and supportbi-weekly QA/QC meetingswith CTDOT and Contractor representatives.Authority & IndependenceMaintain independence from Contractor means, methods, and production activities.Possess authority torecommend suspension of workforqualitynon-compliance.EducationBachelor’s Degree inCivil Engineering, Construction Engineering, or related discipline.ExperienceMinimum8 years of experiencein any combination of:Field inspection experienceConstruction or Construction Management experience relevant to the type of work and the scope of the ProjectPrevious experience as a Quality Control professionalDemonstrated experience onCTDOT projects.Proven experience reviewing and overseeingContractor QC Programsand inspection activities.Certifications & TrainingFormal training or certification inqualitycontrol principles, such as:NETTCPQualityAssurance Technologist(or approved equivalent)Familiarity with:CTDOT Standard SpecificationsMetro-North requirementsTechnical & Professional SkillsStrong understanding of inspection and testing requirements for major civil and rail infrastructure work.Ability to interpret plans, specifications, shop drawings, and test data.Excellent documentation, reporting, and communication skills.Demonstrated ability to coordinate with Agency representatives, contractors, and CEI staff.Preferred QualificationsPrior service as aQC Manager, QA Manageron large-scale transportation or rail projects.Experience with railroad trackwork, signal systems, or electrification projects.M&J is a leader in providing quality engineering consulting services to a diverse and exciting client base.
