Summary: The Cost Operations Manager is a critical individual contributor within DEC Business Controls, responsible for co-leading the A/EOR Controls program with demonstrated experience in financial governance, risk management, and operational accountability across all Design and Engineering engagements. By driving consistent controls over commitments, invoicing, forecasting, and financial reporting, this role safeguards the integrity of project financials end-to-endu2014helping DEC deliver capital programs predictably, efficiently, and compliantly.This person will be a critical partner for the Design and Engineering Team. Leadership, communication, and organization skills are important in this highly collaborative, analytical, and strategic role. This position will work closely within the DEC (Design, Engineering and Construction) and field Project Controls team and various internal departments including Site Project Management teams, Pre-Construction, Contracts, Finance, Accounting, Sourcing and Operations support of Metau2019s broader mission, this role enables the scalable execution of infrastructure investments that power Metau2019s products and services globally. Through rigorous cost controls and cross-functional partnership (e.g., Delivery, Finance, Accounting, Contracts, Sourcing), the Cost Operations Manager helps ensure Meta can build and expand infrastructure responsibly, with the transparency and financial accuracy required to make high-confidence decisions at scale. Required Skills: Business Controls - Cost Operations Lead Responsibilities: 1. Co-lead the A/EOR Controls program in partnership with the Design and Engineering team, providing oversight and structure for contract compliance, change performance, risk assessment, and financial management 2. Apply advanced knowledge in financial forecasting, Change and Invoice Controls, and audit practices to maintain robust financial discipline. Leverage prior controls domain experience to shape program strategy and execution 3. Ensure A/EOR partner schedule submission and progress are tracked, deliverables are monitored, schedule change orders are managed, and invoicing accurately reflects progress against the schedule 4. Conduct thorough reviews and risk assessments of A/EOR cashflow submissions, Change Orders, and Invoices. Analyze engineering and contractual exposures to safeguard project budgets and maintain adherence to financial objectives 5. Interpret and apply key financial and schedule indicators to advise on project decision-making. Provide actionable insights that optimize performance and mitigate risk 6. Facilitate connections between design, financial, and scheduling functions to ensure comprehensive alignment within the A/EOR space. Address disconnects and drive transparent communication 7. Act as the primary subject matter expert for EOR Controls, supporting project-specific cashflow submissions. Drive achievement of quarterly and yearly 5% cashflow forecasting targets 8. Review every Potential Change Order (PCO) submitted by EOR, coordinating scope reviews and communications to ensure proper alignment between Total Facilities (TF) and EOR teams 9. Deliver detailed invoice audit services for EORs and their subcontractors. Validate accuracy and contractual compliance in all invoice submissions, reducing risk and exposure 10. Foster a proactive engagement with EORs to ensure all project deliverables are consistently met. Address issues rapidly and escalate where necessary Minimum Qualifications: Minimum Qualifications: 11. Demonstrated experience developing and driving actions or operational adjustments based on project controls performance metrics 12. Proven experience in financial forecasting, Change and Invoice Controls, and audit within the engineering or construction controls domain 13. Proven track record as an individual contributor in contract administration and risk management 14. Understanding of contract terms, scheduling, and integration of project libraries 15. Advanced analytical skills to synthesize large datasets and drive critical decision support 16. Minimum of 8 years experience in construction 17. Bachelor's Degree in Engineering, Finance, or any related field 18. Proven experience in cross-functional communication and collaboration, bridging technical and financial stakeholders Preferred Qualifications: Preferred Qualifications: 19. Experience leading complex projects in a hyper scaler data center environment 20. Successful development and implementation of controls strategies in a large organization 21.
