Summary This position serves as the Director, Shared Services in the Office of Treasury Franchise Fund Management and Oversight (OTFFMO), under the Deputy Assistant Secretary for Management and Budget (DAS M&B). The Director leads a professional staff responsible for the development, execution, evaluation, reporting, and internal controls for the Department of the Treasury's Shared Services Program, Cyber Enhancement Account, and oversight of the Treasury Franchise Fund. Responsibilities The Director of Shared Services provides executive leadership and strategic direction for enterprise shared services across the Department of the Treasury. The incumbent is responsible for overseeing the delivery, integration, and continuous improvement of shared service functions to ensure efficiency, consistency, compliance, and high-quality customer service in support of Treasury's mission and bureaus. Provides sustained executive leadership to ensure effective programmatic and administrative controls that prevent and minimize fraud, waste, and abuse, in accordance with OMB Circular A-123, Treasury Directives, and internal control requirements. Directs budget formulation, justification, and execution for complex, high-impact programs, including the development and presentation of annual performance plans to the Department, the Office of Management and Budget, and appropriate Congressional committees. Ensures consistent application of Treasury accounting policies and standards across Treasury Franchise Fund (TFF) operations, resolving complex financial issues and providing authoritative guidance to senior leadership. Evaluates and strengthens financial management and accounting policies, programs, and internal controls, advising the Deputy Assistant Secretary for Management and Budget, the Assistant Secretary for Management and Chief Financial Officer, and the Deputy Chief Financial Officer on long-term, enterprise-wide improvements. Interprets historical and projected financial data to provide a comprehensive financial perspective that informs Departmental policy development, strategic planning, and executive decision-making. Leads the development and implementation of innovative, sustainable financial management strategies to address complex, cross-cutting challenges and improve organizational performance over time. Requirements Conditions of Employment U.S. Citizenship is required. Must meet the basic education requirements for the Accounting Series (0510), as prescribed by OPM. A one-year SES probationary period is required, if not previously completed. An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period. Must successfully complete personnel security vetting (e.g., investigation, evaluation, and adjudication). Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
