Job DutiesEssential Job Functions:u2022tTranslate existing financial information into templates for rate studies, long-term financial plans, TIF Management plans, and other work products. Modify templates as needed to fit a clientu2019s specific needs.u2022tUtilize client planning documents and adopted plans, financial statements, budgets, and client-directed assumptions to forecast revenues, expenditures, cash balances, and funding requirements for governmental and enterprise funds. u2022tWork with internal teams of Municipal Advisors, client staff and other consultants to achieve client policy directives. Evaluate timing and financial impacts of capital improvements, operational changes, and financing scenarios for governmental and enterprise funds, as well as estimated impacts to taxpayers and system users. u2022tPrepare various financial analyses for governmental and enterprise funds.u2022tPrepare reports and presentations that provide narrative detail and financial forecasts including evaluations of specific financial risk, financing options, rate setting options, tax impacts and projected results.u2022tPrepare and verify client TIF reporting forms submitted annually to the Minnesota Office of the State Auditor (OSA).u2022tReview TIF documents, accounting records, eligible costs and supporting documents to determine compliance with Minnesota regulations. Identify discrepancies and work with Municipal Advisors, clients, OSA officials and others to resolve or remediate.u2022tPrepare reports, cash flow statements and projections for proposed and existing Tax Increment Districts.u2022tPrepare various calculations for TIF financing arrangements in accordance with applicable development agreements and other stated obligations. u2022tAssist with preparation of all or portions of client TIF district plans.u2022tAssist in the development and testing of database systems related to tax increment financing and other fiscal consultant work products.u2022tAssemble, sort, and analyze utility billing data, GIS data, and other data sets. Use assembled data to forecast the implication of changing utility rate structures and impacts on policy goals.u2022tPrepare utility bill comparisons with graphic representations.u2022tModify and improve Excel and Word financial modeling templates, reports and other work products.u2022tKeep current and knowledgeable on all aspects of the job by independently engaging in learning and training opportunities. Minimum Education RequiredEducation:u2022tPost-secondary education or equivalent experience with an understanding of generally accepted accounting principles as applied to governmental entities, requiredu2022tBacheloru2019s degree in accounting, finance, economics, business, or public administration preferred. Minimum Experience RequiredExperience:u2022t3-5 yearsu2019 progressive experience in accounting/finance, focusing on government finance and accounting.u2022tExperience working with governmental financial statements, preferred.
