To learn more about Mission Technologies, click here for a short video: Job Description Mission Technologies, a division of HII, seeks a detail-oriented and highly capable Program Cost Control Manager to lead advanced program control and cost accounting activities in support of complex contracts or multiple tasking efforts. This role is responsible for cost, schedule, and funding control; preparation and review of key financial deliverables; and ensures program execution remain within negotiated contractual parameters and applicable government cost control guidelines. The position also includes direct management and development of a small team (typically 1 u2013 3 program control professionals), with responsivity for work assignment, coaching, performance feedback, and ensuring consistent execution of program control process. This position is based in Syracuse, NY with a Hybrid work schedule and plays a critical role in supporting program execution, invoicing, and compliance in close collaboration with Program Management (PM), the Mission Partner (MP), and other internal stakeholders. Essential Job Responsibilities u2022 Establish and oversee program cost control systems to monitor and control costs and schedules for complex programs, including Fixed Priced (FFP) contracts u2022 Lead cost and financial management for programs, including margin analysis, baseline maintenance, risk/opportunity assessment, and proactive identification of cost and schedule drivers u2022 Perform and review cost, funding, and schedule analyses to ensure programs remain within negotiated parameters and applicable cost control guidelines u2022 Lead preparation and review of financial reports and deliverables including budgets, expenditure projections, Estimates at Completion (EACs), and variance analyses u2022 Develop and maintain program budgets, schedules, and funding profiles u2022 Direct monitoring of expenditures and ensuring accuracy and integrity of financial records across assigned programs u2022 Lead preparation of sales outlooks, funding forecasts, and advanced financial analyses u2022 Maintain realistic cost and schedule baselines by assessing outstanding work against contract requirements u2022 Incorporate contractual, scope, and funding changes into cost control systems u2022 Oversee invoicing activities, including review of invoices and reconciliation of billed and unbilled amounts u2022 Serve as primary financial liaison with Program Management, Contracts, Accounting, and Finance leadership u2022 Ensure funding availability and compliance prior to expenditures u2022 Lead audit support activities and respond to complex financial data requests u2022 Identify, assess, and mitigate program cost and schedule risks u2013 particularly on FFP and Hybrid contract types u2022 Reconcile unbilled receivables with internal stakeholders to ensure billing accuracy u2022 Provide ad hoc financial analysis, revenue/billing forecasting, and audit support as required u2022 Manage and mentor a team of 1 u2013 3 program control staff, including workload prioritization, technical guidance, quality review, and performance feedback u2022 Promote consistent application of program control best practices and compliance across the team Minimum Qualifications + 4 years relevant progressive experience with Bachelors in related field; 2 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 8 years relevant progressive experience. + 4+ years of experience in financial management, program control or project accounting. + Must possess a strong background working with multiple government contract types: FFP, FPI, FPLOE, T&M, CPAF, CPFF, CPIF, and hybrid contracts. + Proficiency in Deltek Costpoint and familiarity with web-based invoicing platforms used by government or commercial partners. + Working knowledge of FAR, CAS, and invoicing/revenue recognition best practices. + Excellent analytical, organizational, and communication skills. + Must possess the ability to obtain and maintain a US level Secret clearance. Preferred Requirements + Master's degree (MBA) or CPA/CMA certification. + PMP, EVMP, or similar certification. + Familiarity with EVMS tools (e.g. Cobra, winsight, Empower). + Experience working in hybrid environments with cross-functional and geographically distributed teams. + Active US level Secret clearance or higher.
