OMB NO: 1625-0120 Expiration Date: 01/30/2025Announcement: 6649 Opening Date: 12 February 2026 Pay Plan/Series/Pay Band: NF-1102-04 Closing Date: Until Filled Work Schedule: Full Time Position: Contracting Officer Salary: Negotiable Who May Apply: All Sources Location: Chesapeake, VA - Headquarters DUTIES: This position is responsible for performing cradle-to-grave contracting functions (pre-award, source selection, post-award, and contract close-out) in support of the Morale, Well-being, and Recreation (MWR) program and other non-appropriated fund instrumentalities (NAFIs) acquisitions. Applicant performs unlimited warrant authority for acquisitions of supplies, equipment, construction, and services supporting the MWR program requirements and obtaining necessary architectural and engineering (A&E) services, Project Validation Assessments (PVAu2019s), and other related consultant services through orders placed against pre-existing contracts. Applicant will: Serve as a contracting officer for USCG MWR program. Serve as liaison for coordinating applicable Statements of Work or Specifications, acquisition planning, price/cost analysis, and negotiations. Perform market research in collaboration with field customers or program offices; review requests for procurement; analyze the requirements; recommend revisions to the statements of work or specifications, as necessary. Formulate the appropriate contracting approach, identifying the type of contract, milestones, and procurement plan. Obtain pre-solicitation clearances, including those required by Coast Guard NAF Acquisition Rules and/or applicable sections of the Federal Acquisition Regulation (FAR). Development solicitation packages, including advertising; establishment and continual update of prospective offerors/source lists; the receipt and evaluation of capability statements from prospective offerors/sources; and the prequalification of vendors. Conduct the pre-solicitation and/or pre-proposal phases of acquisitions through leading and/or supporting the on-site meetings and at the installations, including site tours as appropriate, and ensure equity to all prospective offerors. Conduct source selection activities of both a formal and informal nature, including spearheading source selection teams and oversee the proposal evaluation stages. Serve as lead negotiator coordinating strategy with field customers or program office and lead the negotiations with contractors to reach a fair and reasonable position for contract execution. Select the successful offeror, including the award of the resultant contract, and the subsequent notification and debriefing of unsuccessful offerors or bidders. Perform a full range of contract administration functions, to include the post-award review of bonds; leading pre-construction meetings; and oversight of the payment process in accordance with the contract. Conduct change order control, and implementation of any necessary changes through the preparation and negotiation of contract modifications, supplemental agreements, option exercises, and performance monitoring.
