It is not necessary to apply both through Work In Texas and CAPPS Career SectionThe Texas General Land Office is seeking a Program Specialist V (Facilities Maintenance Coord) within the Construction Services Department of the agency.The Facilities Maintenance Coord performs advanced (senior-level) consultative services and technical assistance work. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.Our Mission:The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources.What Your Contributions to the GLO Will be:and#183; Consult with public and private agencies involved in the program to resolve problems, identify training needs, and discuss program effectiveness. Provides guidance to Directors of Maintenance of Texas State Veterans Homes (TSVHs) and/ or Texas State Veterans Cemeteries (TSVCs) for maintenance, repair and upkeep.and#183; Analyze performance data to help ensure compliance with program policie(s), procedures, statutes, rules, and code compliance and recommend corrective action(s) as needed. Assist with coordination of and conducts surveys, inspections, or reviews to determine compliance with certification requirements, laws, regulations, policies, and procedures.and#183; Ensures inspections are performed 2 to 3 times a year for each facility, or as directed by supervisor. Ensures that inspection reports are submitted to supervisor, appropriate TSVHs TSVCs program staff, and TSVH Operator in a timely manner upon completion of inspections, and that any deficiencies found are corrected promptly. Maintains records of inspections and warranty reviews for each facility. Ensures warranty claims are made on new facilities and equipment in a timely manner.and#183; Analyze the application of and variations within program policy to develop action plans for improving or initiating new programs. Provides technical oversight and training for the TSVHs and / or TSVCs Operator's Maintenance Directors and staff. Coordinates and consults with VLB/GLO staff in program planning, development, implementation, analysis, and documentation of agency facilities maintenance program and administrative activities of the facilities maintenance staff. Oversees the completion of and monitors required performance of required maintenance schedules of director of maintenance. Prepares and evaluates facilities maintenance budget and requests.and#183; Coordinates the development, implementation, analysis and documentation of agency Operator's Action Request (OAR's) and Operator's Request for Reimbursement (ORR's) for routine and emergency repairs at the TSVHs and / or TSVCs and recommends appropriate actions in a timely manner. Provide guidance and technical assistance in addressing emergencies regarding mechanical, electrical, plumbing, departure alert (locknetics), nurse call and fire systems, and building control systems for the TSVHs, TSVCs facilities.and#183; Develop program policies, procedures, standards, and manuals in accordance with program objectives and goals.Qualifications: Minimum Qualifications:and#183; Five years minimum experience working on maintenance for commercial facilitiesPhysical Requirements:This position requires the employee to primarily perform non-sedentary work; mobility (moving around the worksite) is routinely required to carry out some duties including extensive moving upon and traveling across uneven surfaces, rough terrain and/or desolate areas. Duties require the ability to bend, stoop, k eel, reach and/or steer a boat as needed. The position also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. This position requires the ability to read printed materials and computer screens. The position may require extensive computer, telephone and client or customer contact and communication. The individual must be able to move and transport records, documents, boxes, equipment and all materials and related tools, weighing up to 50 pounds, when required. The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on State business including fieldwork and training assignments.
