For additional information on applying seeWork Hereon agency website.AGENCY DESCRIPTIONThe Commission on State Emergency Communications (CSEC) is a Texas state agency and the state's authority on emergency communications. CSEC is located in downtown Austin, Texas in the George H. W. Bush State Office Building overlooking the Texas State History Museum. CSEC administers the state 9-1-1 service program, statewide poison control program and is also administering a multi-year statewide federal grant program to transition Texas to providing Next Generation 9-1-1 Service. For 9-1-1, the Commission provides grants to 20 Regional Planning Commissions (RPC) to provide 9-1-1 service covering the majority of Texas. For poison control, the Commission provides grants to the six Regional Poison Control Centers (RPCC) providing poison control services to the public and health care professionals. The Commission is comprised of nine voting Commissioners appointed by the Governor (five members) the Lieutenant Governor (two members), and the Speaker of the House (two members); plus, three non-voting ex officio Commissioners.JOB DESCRIPTIONReporting to the Chief Financial Officer, the Business Analyst position performs complex (journey-level) business analysis work involving gathering, developing, and documenting user requirements; reviewing, assessing, and developing business processes; and performing post-implementation support of systems. Work involves functioning in a liaison capacity, analyzing and translating business requirements into Centralized Accounting and Payroll/Personnel System (CAPPS) deployments and/or business process changes, change management, user acceptance testing (UAT), technical support, coordinating and administration, or assisting in the administration of daily CAPPS -related operations and activities, ensuring compliance with state and federal employment laws and regulations, as well as related agency policies and procedures. Work is performed under general supervision, with moderate latitude for the use of initiative and independent judgment.DUTIES PERFORMED- Provide technical support for CAPPS, Texas.gov Digital Identity Solution (TDIS), and additional systems, as identified, and partner internally and externally as applicable with Texas Comptroller of Public Accounts (CPA) and CSEC departments, e.g. Information Technology (IT), Finance, and Human Resources, etc.- Coordinate and participate in UAT, partnering with divisions and CPA.- Provide change management for the agency surrounding various modules in CAPPS, TDIS log in changes and notifications of system outages/issues. Conduct various internal training with teams.- Process security requests and perform/participate in security audits including but not limited to Uniform Statewide Accounting System (USAS), Uniform Statewide Payroll/Personnel System (USPS), CPA ticketing center, and CPA-defined Level 1 support.- Provide policy and statute support to the agency.- Enter tickets into the CPA and CSEC ticketing systems and track tickets through completion regarding fixes, enhancements, configurations, and informational requests- Analyze and translate human resource business requirements into business processes.- Track and fully document changes for functional and business specifications; write detailed universally understood procedures for permanent records and for use in training.- Monitor and recommend processes to improve workflow efficiency, productivity, customer service, quality assurance, and compliance with applicable policies, laws, and regulations; and communicate/disseminate changes as appropriate and/or directed.- Conduct aud ts to ensure compliance with policies and procedures. Identify and address discrepancies and trends, determine course correction as applicable, and communicate findings using constructive and supportive techniques.- Maintain, review, prepare, and analyze a wide variety of items including but not limited to automated systems, files, records, correspondence, and reports.- Participate and coordinate Fiscal Year End processes, procedures, and updates. Serve as the liaison for CAPPS between CPA, Finance, HR, and Payroll as applicable.- Assess, coordinate, and update configuration changes in CAPPS including but not limited to Agency Tree, department names/numbers, and location codes.- Complete open records requests as assigned.- Participate in training agency staff on processes, rules, policies, and regulations related to CAPPS.- Performs other duties as assigned.GENERAL QUALIFICATIONS/REQUIREMENTS:EDUCATIONGraduation from an accredited four (4) year college or university with major course work in a field relevant to the work being performed, e.g., Accounting, Finance, Business or Public Administration, Computer Science, Business Analytics, or a related field is preferred.- Note: Experience and education may be substituted for one another on a year-for-year basis.
