Work involves planning and coordinating a variety of legal activities to ensure prompt and effective actions involving the provision of legal services within the agency./To promote a strong environment, TVC maintains a telework policy. Telework is not a contract of employment and if granted may be terminated at any time and for any reason without notice./Essential Duties and Responsibilities:u00b7 Serves as chief legal counsel to the Texas Veterans Commission.u00b7 Provides legal advice, training and guidance to commissioners, executive staff, and agency.u00b7 Reviews laws, rules, and regulations affecting agency operations and administration.u00b7 Advises on the interpretation, application, and enforcement of government code and agency rules including but not limited to Open Meetings Act, Public Information Act, and Texas Administrative Code.u00b7 Reviews and edits legal documents, bills, administrative rules, grants, contracts, memorandums of understanding, and related documents.u00b7 Serves as the agency liaison to the Office of the Attorney General (OAG) for pending and anticipated litigation, public information requests and other agency matters.u00b7 Assists in the representation of the agency with the OAG in civil and criminal actions brought by or against the agency including support to the OAG in all written and oral discovery matters.u00b7 Coordinates requests for legal opinions from the OAG.u00b7 Serves as the agencyu2019s Ethics Officer and Records Management Officer.u00b7 Advises agency management on employment actions, ensuring compliance with all employment discrimination statutes, rules, and regulations.u00b7 Provides legal advice to the agency on policy decision making and identifies appropriate legal solutions.u00b7 Provides updates on pertinent legal issues affecting the agency.u00b7 Attends various meetings on behalf of the agency and its governing body.u00b7 Assists in the agencyu2019s strategic planning process.u00b7 May train, coordinate, and lead the work of others.u00b7 Work hours other than 8-5 may be required for this position for work-related functions.u00b7 Travels as needed to perform legal and training duties.u00b7 Performs related work as assigned. Military Crosswalk information: Minimum Experience and Education:u00b7 Graduation from an accredited law school with a Juris Doctor (JD) degree and licensed to practice law in the State of Texas.College Transcripts are required and must be provided before an interview can be extended, it is preferred they be attached to the application.u00b7 Applicants must be a member in good standing with the State Bar of Texas.u00b7 3 years of extensive legal experience. Additional Requirements:u00b7 Applicants must provide a copy of a current u201cCertificate of Good Standingu201d from the State Bar of Texas with the State of Texas application before an interview can be extended.u00b7 Skill in effective oral and written communication. A recent legal writing sample must be submitted with the State of Texas application before an interview can be extended.u00b7 Must be able to perform the essential job functions.u00b7 Available to work over 40 hours as needed.u00b7 A valid Texas Driveru2019s License must be provided within 90 days of hire. Preferred Experience and Qualification:u00b7 Experience advising a state agency or government entity.u00b7 Experience in employment law.u00b7 Experience drafting and revising contracts and memorandum of understanding (MOU).u00b7 Experience with grant agreements, laws, rules, and regulations.u00b7 Knowledge of state contracting authority and processes.u00b7 Knowledge of the Texas Public Information Act and Open Meetings Act.u00b7 Knowledge of administrative and government law with an emphasis in rulemaking.u00b7 Veteran Preference u2013 Honorably discharged veteran. Knowledge, Skills, and Abilities:u00b7 Ability to prepare legal documents, conduct research, and summarize findings.u00b7 Interpret and apply laws and administrative rules affecting the agency.u00b7 Competence and experience in using legal databases.u00b7 Excellent research and writing skills.u00b7 Ability to develop and maintain professional and positive working relationships with co-workers, agency staff, and external contacts.u00b7 Ability to multi-task and show flexibility and adaptability in all job functions.u00b7 Ability to prioritize and manage multiple projects simultaneously. Environmental & Physical Conditions: Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive telephone usage and repetitive hand/wrist/finger motions while using the computer.
