OBXtek is seeking a Senior Capture & Business Development Executive. This position is accountable for building a qualified pipeline and leading captures that drive measurable revenue growth and increased market share aligned to OBXtek’s core capabilities in Digital Modernization, Mission Support Services, Training and Acquisition & Program Management. This role owns the capture lifecycle from early market engagement through contract award and works closely with growth, technical, proposal, pricing, and executive leadership teams to drive new business wins.Key ResponsibilitiesBusiness Development & Pipeline ManagementIdentify, qualify, and pursue new federal business opportunities across DoD and civilian agenciesBuild and maintain a healthy, executable business pipeline aligned to company growth objectivesConduct market research, customer analysis, and competitive assessmentsDevelop customer call plans and maintain strong relationships with government and industry stakeholdersOwn opportunity qualification using defined gate review processes.Maintain accurate opportunity data in CRM and forecasting systemCapture ManagementLead capture efforts from opportunity identification through proposal submission and awardDevelop capture plans, win strategies, value propositions, and discriminatorsConduct black-hat/white-hat assessments and risk mitigation planningShape requirements and influence acquisition strategies where appropriateConduct price-to-win analysisDevelop and execute competitive positioning strategiesDrive disciplined customer engagement strategies across the capture lifecycleLead orals strategy, messaging development, and executive preparationTeaming & PartnershipsIdentify and evaluate teaming partners, subcontractors, and joint venture opportunitiesLead teaming discussions and negotiations, including NDAs and teaming agreementsBalance technical capability, past performance, pricing, and strategic alignmentProposal SupportCollaborate with proposal managers and technical teams to ensure compliant and compelling proposalsSupport proposal development activities including storyboards, color reviews, and executive reviewsEnsure proposals clearly articulate customer-focused solutions and past performance relevanceProvide strategic direction to proposal teamsRequired QualificationsBachelor’s degree in Business, Management, Engineering, or a related fieldMinimum of 8 years of experience in federal business development and/or capture managementProven track record of capturing and winning federal government contracts valued at $50M+Strong understanding of the federal acquisition lifecycle and procurement processesExperience working across cross-functional teams (technical, proposal, contracts, pricing)Excellent written and verbal communication skillsPreferred QualificationsExperience supporting DoD customers (Army, Air Force preferred)Familiarity with GSA contract vehicles (e.g., MAS, OASIS+, task-order environments)Experience in one or more of the following domains:CybersecurityEnterprise IT / IT Service ManagementIT Engineering or Software / Cloud / MobilityMission Support ServicesAcquisition and Program ManagementNoneHeadquartered in McLean, Virginia and founded in 2009, OBXtek is a fast-growing leader in the government contracting field.
