Essential Duties and Responsibilities- Works closely with Human Resources officer and colleagues in Post Management worldwide to recruit LE Staff volunteers for temporary duty assignments to Iraq and Afghanistan. The incumbent is expected to have detailed knowledge of LE Staff recruitment and retention policies/issues as well as general security issues as they apply to local staff and third country nationals in the U.S. Missions in Iraq and Afghanistan.- Develops close contacts with counterparts in U.S. Missions worldwide to insure the recruitment of LE Staff volunteers for temporary duty assignments to Missions Iraq and Afghanistan. Attends regular briefings and meetings and monitors special training courses required for LE Staff volunteers. Develops close working contacts with training staff at FSI and the DS Training Center.- Incumbent is expected to be a subject matter expert in Department of State LE Staff HR management and all LE Staff temporary duty assignment activities, including substantive programs, recruitment, staffing requirements, living conditions, security, training and personnel issues. Incumbent drafts official documents and cables, periodically reviews and updates LE Staff TDY Benefits Packages, prepares Public Interest Determination action memoranda for the Under Secretary for Management.- Incumbent prepares pre-deployment instruction sheet to LE Staff volunteers and their home post detailing all steps - training, travel, per diem, medical and security clearances, travel insurance, shipment of UAB - leading up to departure from post and arrival in Iraq and Afghanistan for TDY. Constantly updates and revises pre-deployment instructions.- LE Staff volunteers are drawn from U.S. embassies and consulates worldwide for temporary duty assignments ranging from six months to one year. LE Staff are considered professional experts in their specified job function - General Services, Public Affairs, Consular, Financial Management, Information Management, Human Resources, among others.- Assists in the preparation of budget estimates and reimbursements to the volunteers home Mission for all costs associated with the temporary duty assignment: LE Staff salary and benefits, travel, training, per diem, physical exams and health and accident insurance. Provides cost estimate documentation to the Regional Programs Coordinator and Bureau Budget Officer for funding the LE Staff TDY assignments.- Assists the Regional Programs Coordinator and Post Management Officers in exploring options for obtaining LE Staff resources for Mission Iraq and Afghanistan.- Works to insure volunteering embassies and domestic HR offices have opportunity to provide input to resource initiatives. Participates in conferences and briefings related to the LE Staff TDY Program. Analyzes and identifies benefits and allowances for LE Staff volunteers; makes recommendations on best option or chooses among alternatives to ensure optimal effectiveness of recommended option(s) to meet required staffing levels.- Assists in the development of and participates in Human Resources support programs related to NEA and SCAs posts. Coordinates approval, implementation and evaluation of program recommendations with supporting DoS bureaus. Participates in conferences and briefings related to HR offshoring initiatives. Supports the Regional Program Coordinator and Post Management Officers in the planning and development of administrative guidelines.- Assists Missions Iraq and Afghanistan HR offices, the Regional Support Unit (RSU) in Amman, Jordan; the Afghanistan Support Unit (ASU) in Colombo, Sri Lanka, and the Regional Programs Coordinator with foreign national and locally employed staffing initiatives. Creates required documents, i.e. volunteer information charts, spreadsheets, and related supporting documentation. Responds to volunteers emails received in the Iraq and Afghanistan Volunteer Mailboxes.- Assists issions Iraq and Afghanistan HR offices, the Regional Support Unit (RSU) in Amman, Jordan; the Afghanistan Support Unit (ASU) in Colombo, Sri Lanka, and the Regional Programs Coordinator in developing organizational frameworks for offshore human resources support functions.- Works with Missions Iraq and Afghanistan to ensure that appropriate LE Staff support is provided to the office responsible for computer and telecommunications capabilities in coordination with the Bureaus Information Management Office and the Departments Bureau of Information Resource Management (IRM).- Works with Missions Iraq and Afghanistan, RSU, and ASU and appropriate domestic HR bureau offices on allowance provisions. Coordinates with RM and HR to develop and adapt provisions to facilitate staffing of the two missions with qualified LE Staff who receive incentives to remain and perform temporary duty assignments at high levels for designated tours of duty.- Prepares modifications to the LE Staff TDY Benefits Packages as appropriate. Works with Missions Iraq and Afghanistan, RSU, and ASU and domestic HR Bureau offices (such as HR/OE) on the benefits packages and all other issues for both case-specific and Embassy-wide exceptions to regulations or special approval of allowances based on unique circumstances that may serve as a precedent.- Provides offshore support services as required in close coordination with Regional Programs Coordinator and monitors performance against standards to ensure effectiveness and efficiency. Participates regularly in special projects/studies as a Team Member including consultations with support bureaus offices. Drafts reports, based on discussions and applies results of evaluations in developing standardized procedures to improve delivery of services.- Responsible for managing the NEA-SCA bureaus Separate Maintenance Allowance (SMA) applications for all qualifying employees assigned to a NEA-SCA posts. Maintains and organizes SMA files and database, this includes working with the internal shared drive. Reviews all SMA applications, once approved, sends appropriate SMART cable, emails to employee and pay intake. Start and stop employees SMA allowances per established Department guidelines.Education and QualificationsEducation- Education: A bachelors degree in human resources management is required.- Must have at least ten (10) years of experience with U.S. Department of State overseas human resources management, either overseas in a U.S. embassy or consulate.QualificationsMust be a U.S. citizen and possess or be able to obtain a Top Secret clearance.Must have specific experience in recruitment, orientation, and training.Must be familiar with the security and medical clearance requirements and training requirements for successful recruitment.Must be familiar with overseas benefits packages, including incentive payments and other allowances, and experience reviewing and applying local labor law as the situation requires.Must have administrativ
