Summary This position is within the Bonneville Power Administration's Office of the Chief Administrative Office (N), Supply Chain Services (NS), in the Technology and Strategic Planning (NST) organization. As the GS-14 manager, you will lead a team driving the strategy and technology for BPA's supply chain. As the new Manager for Supply Chain Technology and Strategic Planning, you will be empowered to make high-impact decisions, shape policy at the highest levels, and lead a dynamic team. In this leadership position, you will be entrusted to: Set the Vision: Formulate and direct the long-range strategic plan for BPA's supply chain, establishing the core policies and goals that will guide our operations for years to come. Serve as a High-Level Ambassador: Represent our supply chain organization in crucial negotiations with BPA executives, federal agencies, and private industry partners, justifying and defending key initiatives. Command Financial Resources: Take decisive action to manage the organization's budget, resolve funding challenges, and allocate resources to the programs and projects you deem most critical. Drive Technological Advancement: Make major recommendations on introducing new automated processes, labor-saving devices, and other technological improvements to optimize efficiency and ensure program effectiveness. Lead Through Your Leaders: Exercise supervisory authority through subordinate supervisors, empowering them to manage teams and execute complex projects while you focus on enterprise-level strategy and oversight. Develop Top Talent: Directly influence the growth of your team by identifying developmental needs, providing coaching and mentorship, and fostering an environment that promotes career advancement. Solve Complex Organizational Puzzles: Restructure and reorient team goals and projects to meet substantial changes in legislation, funding, or program authority, ensuring your organization remains agile and effective. Be a Decisive Problem-Solver: Act as the final authority on significant work-related problems presented by your subordinate supervisors, providing clear direction and expert guidance. Requirements Conditions of Employment This is a temporary promotion, not to exceed one (1) year, may be extended up to five (5) year's total; may be made permanent without further competition. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on the needs of management. If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position. Details are processed in 120-day increments and may be extended up to two (2) year's total; additional extensions may be approved at the discretion of the Human Resources Service Center Director. Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management. Conditions of Employment: Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually. First time supervisors will be required to serve a 1-year probationary period. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience is defined as: Experience in leading a project or team or serving as technical expert (1) analyzing components of supply chain (e.g., property/inventory management, contracting, purchasing, fleet, labor management, business system administration, technical contract requirements gathering or administration, etc.) AND (2) planning and implementing changes to one or more business or supply chain practices or processes to improve business and operational productivity, efficiency, and effectiveness.
