The Child Care Services Contract Specialist, under the direction of theChild Care Services and Contract Coordinator, is responsible for dailyoperational and administrative activities of the full day/full year andextended day component of Head Start and Children?s Services fundedthrough the Department of Early Education and Care (EEC). This includesensuring, in conjunction with the Child Care Services ContractCoordinator, that all Head Start and Child Care programs understand,implement, and maintain compliance with all applicable performancestandards, including but not limited to, policies and proceduresdictated by ABCD, Head Start, EEC, and the Child Care Resource andReferral Agencies (CCR & R?s). This person, under the Child CareServices Contract Coordinator, will work with other local and centralstaff, as well as state agencies to ensure and promote strong practicesand systems related to full day childcare services. The Child CareServices Contract Specialist is responsible for promoting the mission ofABCD Head Start & Children?s Services; building an understanding of theprogram by communicating this mission to staff, families and thecommunity. This position must comply with all federal, state and locallaws, regulations, standards and policies, including those of thefederal Administration for Children and Families (ACF), theMassachusetts Department of Early Education and Care (EEC), theIndividuals with Disabilities Education Act (IDEA), MassachusettsDepartment of Elementary and Secondary Education (DESE), Massachusettsdisability law (Chapter 766), Boston Family Engagement Network (BFEN)and ABCD, Inc. Head Start and Children?s Services policies andprocedures. All ABCD Head Start/Early Head Start and Children?s Servicespersonnel who are paid to care for, or work with, children are MANDATEDBY LAW to report all suspected cases of child abuse and neglect to theMassachusetts Department of Children and Families (DCF), pursuant toMassachusetts General Laws Chapter 119 ?? 51A ? 51G. Any staff memberwho suspects child abuse or neglect of a child must inform his or hersupervisor immediately. The responsibilities of a particular positionmay support both Early Head Start and Head Start depending on theindividual assignment. The specific corresponding funding allocationwill be documented on the personnel payroll authorization or change ofstatus form. All communications are potentially sensitive and aresubject to Head Start's policy on confidentiality. Provide information,technical assistance, training and support to Head Start programs aroundeligibility, billing and performance standards related to Head Start,extended day care, availability of vouchers, and contracts for fullchildcare. Create and maintain reports for central and local terface with CCCB personnel, and local Head Start staff for the timelyinvoicing of voucher review and billing of childcare subsidies. Inputdata and information into waitlist and billing databases. Assist withtraining necessary in the EEC Policy Users Group to ensure programs, andwithin the programs, the staff responsible for EEC regulations arefollowing mandated regulations. Conduct periodic reviews of localprograms? files for conformance and adherence to all applicable stateand federal regulations Work collaboratively with other central fiscalstaff of maximizing revenue, technical assistance, and help on reviewteams, and other necessary services to ensure all programs are meetingthe best possible service level for our clients. Support the efforts ofthe Child Care Services Contract Coordinator to create the monthlysummaries of all vouchers and contract billing and parent feecollection. Collect and monitor documents and fiscal paperwork forclient eligibility for childcare, from local staff responsible for childcare at the Head Start centers. Perform other duties as assigned fromtime to time.
