This job title has an assigned pay grade of AS-620. The State Risk Underwriting Manager (UW Manager) is a program manager-level position within the Office of Risk Management (ORM). ORM is the Division of Administration's ancillary agency that provides a comprehensive risk management program and administers the self-insurance fund for the State of Louisiana. ORM is responsible for managing state insurance coverage, both purchased and self-insured, for all non-autonomous State departments, agencies, boards, and commission clients (insureds) for property, casualty, and workersu2019 compensation exposures. ORM is also responsible for managing all tort claims made against the State. At the designation of the Commissioner of Administration, ORM also serves as the State of Louisiana public facilities sub-recipient representative for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Grants under Subpart G, Title 44 Code of Federal Regulations. The Division of Administration is the state governmentu2019s management arm and the hub of its financial operations. Division offices perform a wide variety of activities, including the following: + Overseeing the stateu2019s capital construction program + Working to provide state and federal grants for community development + Development of the state budget + Providing technology services + Giving agencies guidance in the state purchasing and contracting process as they seek goods and services + Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes Minimum Qualifications Two years of the required experience for the following minimum qualifications must have been in property and casualty insurance underwriting: Seven years of experience in insurance underwriting or claims processing, insurance administration, policy development, finance or financial auditing, statistical analysis, risk management, risk analysis, insurance marketing, or loss prevention; OR Six years of full-time work experience in any field plus four years of experience in insurance underwriting or claims processing, insurance administration, policy development, finance or financial auditing, statistical analysis, risk management, risk analysis, insurance marketing, or loss prevention; OR A bachelor's degree plus four years of experience in insurance underwriting or claims processing, insurance administration, policy development, finance or financial auditing, statistical analysis, risk management, risk analysis, insurance marketing, or loss prevention; OR An advanced degree plus three years of experience in insurance underwriting or claims processing, insurance administration, policy development, finance or financial auditing, statistical analysis, risk management, risk analysis, insurance marketing, or loss prevention. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties: The UW Manager is responsible for directing, managing, and coordinating all underwriting functions, including the following technical areas of risk management operations: -- Originating the statewide self-insurance program coverage documents, -- Managing the insurance broker-of-record contract and services, -- Obtaining commercial insurance products, -- Preparing insurance premium allocations for all state insureds, -- Assessing and quantifying risk exposures, developing self-insurance and commercial insurance annual budget projections, and -- Coordinating interactions with ORMu2019s Third Party Administrator (TPA) who handles claims adjusting, loss prevention, and underwriting support functions of the risk management program. The UW Manager manages and exercises direct supervision over three (3) permanent, professional-level employees (State Risk Underwriters). Manages, sets priorities, and coordinates daily risk management activities and special projects of the underwriting unit. Directs the Underwriters, who perform the daily tasks and functions that apply to the following categories of work: -- Collection, identification, and assessment of exposures across agenciesu2019 operations statewide to identify types and levels of insurance required to cover potential damages and losses; -- Research, preparation, and issuance of the stateu2019s manuscript insurance policies across the lines of coverage that maintain a self-insured retention; -- Working with the stateu2019s insurance broker-of-record to obtain, renew, and revise insurance policies provided through commercial insurance carriers; -- Reviewing contracts and requests for proof of insurance coverage from insureds, identifying the terms of the required coverage, and issuing Certificates of Insurance as proof of applicable coverages; -- Consulting with the ORM Claims Unit, the TPA, and the Attorney Generalu2019s Office to assist in the evaluation of complex claims and research responsive insurance policy wording to validate or invalidate coverage; -- Processing physician insurance validation requests for medical credentialing for employment or hospital privileges; -- Assisting insureds with individualized exposure evaluations, insurance coverage questions, and contract terms review; -- Researching, drafting, and updating specialized reference manuals, policy and procedures documents, and risk management/insurance training materials accessible to insureds, including Underwriter Desk References, Insurance Requirements in Contracts Manual, and Insurance Information Notices; -- Calculating, analyzing, and preparing annual insurance premium budget projections for commercially-insured coverage lines; -- Invoicing of self-insured and commercial insurance premiums to each insured across all lines of coverage. Consultative Activities - Serves as a subject matter expert with regard to complex third-party contract reviews and risk transfer recommendations. Advises high-level agency and department personnel of standards, best practices, language, and concepts to better mitigate the exposure associated with these contracts. Provides oversight of the Unitu2019s consultations with the Claims Units within ORM to provide coverage interpretations and determinations related to the ORM property, casualty, and workersu2019 compensation coverage documents, including the interpretation of commercial policies. Confers with the Attorney General as requested in the review of claims. Disaster Management and Recovery - Generates building and property Statement of Values Reports, assists with coverage decisions based on policy language, assists with the review and terms recommendations regarding emergency remediation, sheltering, and other disaster-related contracts. Coordinates the information shared and the interaction between ORM, the broker-of-record, and the commercial insurers in the event of a large loss. The UW Manager ensures all work in these technical areas is executed in accordance with ORM and the Division of Administration policies and procedures, as well as State laws, Federal regulations, and industry best practices. Exercises a wide latitude of independent judgment and decision-making daily in performing the complex duties and responsibilities of this position, reports to and receives administrative direction from the State Risk Administrator over Underwriting and Loss Prevention.
