No County Dutchess Street Address OPWDD Taconic-Contract Hub 25 C City Wassaic State NY Zip Code 12592 Duties Description This position is with the Contract Management Unit (CMU), the CMU procures contracts for Services, Design and Construction for OPWDDu2019s thirteen districts statewide. Under the direction of the Contract Management Specialist 3, the Contract Management Specialist 2's duties will include but not be limited to:o Develop and assist with the development and/or negotiation of contracts, Project Manuals, RFPs, IFBs, RFQs, Sole/Single Source procurements and other related financial documentso Review proposed contracts for fiscal and programmatic correctness and adherence to State policyo Prepare evaluation plan in accordance with NYS Law, rules, and regulationso Conduct preliminary reports and recommendations to approve or reject contractso Review procurement records to ensure that all applicable laws, rules, and regulations are adhered to and that the proposed contracts represent the u201cbest valueu201d to New York State.o Review budget modifications and contract amendments to determine the impact on the contract and to ensure continued compliance with applicable regulationso Prepare reports or draft reports outlining major changes for resolution by the Contract Management Specialist 3o Draft written responses to interested parties on contract awards and contract statuso Follow up on proposed contracts throughout the approval process with internal reviewers and external approval agencies such as the Attorney Generalu2019s Office and the Office of the State Comptrollero Provide guidance, technical assistance, and training to agency staff and/or potential bidder(s) to facilitate the contract and procurement processes, ensuring all control requirements are meto Provide guidance to agency staff on the evaluation and selection process for various procurement methodologies to help prevent bid protests by unsuccessful bidderso Resolve program and vendor procurement complaints/disputes and follow-up to ensure efficient delivery of services and adherence to contract termso Collaboratively develop new guidelines, policies and procedures, or changes to existing program guidelines, to streamline, monitor and control the procurement process for management review.o Develop model contracts to be used by the agency as a guideline for excellence in procurement methodologyo Assist in the development of the Design piece of the CMU Design and Construction Services Unito Oversee the expansion of the CMUu2019s contract monitoring practiceso Supervision of staff as assigned, perform the full range of supervisory dutieso Advise existing staff regarding applicable laws, rules, policies, procurement techniques and procedures. Train new staff when assignedo Assist in the development, implementation and maintenance of office policies and procedures o Interact with OPWDDu2019s Counsel's Office on contractual matters as neededo Participate in meetings as requiredo Maintain a high level of customer service with both internal and external stakeholderso Special projects as assigneLinkedIn: Minimum Qualifications Promotion: one year of permanent competitive service as a Contract Management Specialist 1 and reachable on the Civil Service eligible list.Transfer:Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. Posted Hiring Salary includes the sum of the statutory hiring rate for PS&T Grade 23 ($86,681) and Mid-Hudson Adjustment ($2,000).
