Summary This position is located in the Logistics and Facilities Management Section, Business Operations Division, National Library Service for the Blind and Print Disabled, Library Collections and Services Group. The position description number is 466779. The salary range reflects the locality pay adjustments for the Wash, D.C., Metro area. The incumbent will work a flextime schedule. This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized under this vacancy. Responsibilities Maintains a daily inventory balance of all equipment, accessories, publications, forms and supplies stored at the various NLS warehouse locations including the Library of Congress offsite storage facility; inputs receipt, requisition, issue and adjustment transactions in the automated inventory control system. Assist in processing of inventory updated data received from the multistate Centers (MSC) to produce the Comprehensive Inventory Reports and distributes copies of the report to the appropriate sections. Assist in monitoring procurement actions and follow up on delivery status as needed. Reviews and recommends disposal of material no longer needed by NLS in accordance with established procedures. Submit updates of the NLS inventory control system to reflect the availability of stock items stored in each warehouse facility (including the library offsite and MSCs) for review. Assists with the recounts of inventory items, processing adjustments and reviewing inventory statistics and assists with creating related reports. Recommends ordering levels to sustain maximum optimal operating service. Assists with the general planning for and conducting of physical inventories of forms, publications, supplies and playback machines and accessories stored in NLS warehouses. Inputs inventory counts and related data in the automated inventory control system and assists with reconciliations. Initiates action leading to the disposal of obsolete and unneeded items. Prepares requisitions for items for which the Logistics & Facilities Management Section is responsible. As needed, opens containers and replenish stock from boxes onto shelves, using a book truck to move inventory between local storage and work areas. Assists in the operation and maintenance of the Book Redistribution Program (XESS) by performing routine tasks under the guidance of the XESS Coordinator or supervisor. Assists with receiving and tracking of all annual and semi-annual XESS lists from network agencies as well as the request lists consolidated by the XESS contractor. Assists with reviewing those lists for accuracy and conformance with NLS instructions before they are processed further. Prepares and send mailing/shipping labels to network agencies as requested. Provides support to the supervisor and XESS contractor to meet deadlines, by answering routine questions from staff at network libraries, and helping resolve basic issues. Compiles statistics provided by the XESS contractor and summarizes information for review by the appropriate supervisor. Collects problems/comments received from network agencies and assists in preparing the XESS Program Response Report for supervisor review and action. Assist with the duplication-on-demand label ordering process as directed. Assists in maintaining and reviewing the section's master inventory of all NLS book, magazine, Braille, and tactile map collections stored at NLS, maintaining control of all tactile map and material stock and updating records as necessary when items are added, disposed of, or withdrawn. Assists with inventory adjustments as necessary when items are added, disposed of or withdrawn. Inventories the receipt of braille and recorded books, magazines, tactile maps, and other collections for addition to the NLS master inventory. Adheres to the published retention rules and redirects older materials to recycle services as required. Assists in preparing documentation for the annual needs survey of network agencies for braille containers. Assists the Contracting Officer Representative (COR), responsible for monitoring procurement actions to support projects. Supports the COR in developing statements of work and task order needs. Assists in preparing requisitions for items which the Logistics and Facility Management Section is responsible for ordering. Follows up on delivery status of orders. Assists with preparation of market research for materials and supplies required by LOG to perform its duties effectively and efficiently. Supports purchase card activities under supervision. Prepares and maintains records related to the general shipping and receiving activities of the LOG section as directed. Assigns bar codes to accountable property in compliance with Library of Congress property management procedures. Provide support on shipping and receiving matters within national network of over 100 locations throughout the nation and patrons living abroad. Assists with developing standard operating procedures (SOPs) and protocols to provide guidance and instruction to relevant stakeholders. PHYSICAL REQUIREMENT: Duties of the position require the incumbent to push book trucks loaded with supplies, place boxes of less than 40 pounds on shelves and opening them, and removing boxes from pallets as needed. Safety footwear and cut-resistant gloves may be required. A physical examination is required to perform the work of the position. After an offer of employment has been made and before commencement of duties, the selectee MUST be physically qualified by the Library's Health Office. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to maintain inventory and controls. Knowledge of automated supply, administrative tools and asset management systems. Ability to analyze organizational and operational problems, and develop solutions. Ability to communicate in writing. Ability to interact collaboratively with others. Ability to communicate effectively other than in writing.
