Job SummaryLeads all aspects of planning, design, implementation and lifecycle management of industrial automated process controls and Supervisory Control and Data Acquisition (SCADA) systems in support of all wastewater and stormwater collection, conveyance and treatment facilities. Oversees the design specifications and guideline documents for MSD Operations Technology (OT) industrial automated process controls and SCADA systems for new construction, rehabilitation or replacement of existing OT assets. Performs design and submittal review on all projects that include OT system assets to ensure alignment with design specifications and guideline documents. Provides OT systems advanced support during all phases of projects to include coordination with customers, concept and research, estimating support, component selection, network design, panel design, layout, device troubleshooting, PLC and HMI programming, systems integration, startup and commissioning. Collaborates during design and coordinates project delivery with internal and external customers on capital projects, development projects, and internal organizational projects. Identifies gaps in department delivery during projects, recommends solutions and assists with implementation. Oversees project schedules and resource requirement projections as well as professional, technical and administrative contract staff. Procures and negotiates professional service agreements and construction contracts for implementation of the departmentu2019s administrative tasks, professional services, and industrial automated controls programmatic activities. Communicates and presents to Executive Leadership Team and Board. Implements and monitors spending of the departmentu2019s operating and capital budgets. Provides design and advances support recommendations to the Operations Control Manager and Automation Controls Specialists. Collaborates with the Operations Technology Program Manager to ensure industrial automated process controls and SCADA system design are in conformance with cybersecurity guidelines. Reports to the Operations Director - Operations Technologies.Essential Job FunctionsDevelops and maintains OT industrial automated process controls and SCADA design specifications and guidelines. Provides direction to consultants, contractors and staff during project initiation, design, construction and lifecycle related to OT systems. Performs technical analysis activities ensuring adherence to MSD and OT specifications/design standards and appropriate local, state, and federal regulations/guidelines. Provides consultation and recommendations to OT staff and contractors on commonly used controls engineering concepts, PLC hardware and logic programming, OIT hardware and configuration, industrial communication network hardware and configuration, SCADA applications, IO drivers, databases, operational graphics, and alarm and security configuration to meet the requirements of the process control narrative. Prepares process instrumentation specifications per application that include level, pressure, flow, temperature, analytical, environmental and other related instrumentation. Provides direction and recommendation to MSD staff and consultants in creation and review of process control narratives, functional descriptions and functional system test plans to ensure design, integration and startup stages follow MSD SCADA and Operations Technology (OT) guidelines. Creates and ensures staff compliance with Standard Operating Procedures (SOP) and work instructions.Provides consultation and recommendations to OT staff on the process historical databases that provide the process data necessary for operations systems analysis and regulatory reporting. Collaborates and coordinates with OT staff on controls computers, servers, thin server/clients, OT network switches, routers, fiber optic and copper media, telemetry radios and cellular modem hardware and software to ensure the industrial controls and SCADA systems meet the level of service necessary to support operations.Develops and maintains Piping and Instrumentation Diagrams (P&ID), electrical drawings, control panel layouts, OT network drawings, instrument loop diagrams and other documentation associated with industrial automated process SCADA and OT systems. Collaborates with and assists Automation Controls Supervisors, Operations Control Manager and Operations Technology Program Manager. Reviews processes and equipment and provides input to operations, maintenance and engineering personnel concerning technical issues and applications concerning controls, monitoring, and recording instruments and devices. Recommends and provides technical training to OT Staff for operational facilities, SCADA, PLC, OIT, process instrumentation, OT networks, computer, server, thin server/client, network switches, fiber optic and copper media, telemetry radios and cellular modem hardware and software. Assists the OT Director with resource allocation planning and implementation for new initiatives, review of new technologies, and allocation of the OT systems capital and operating programs.Knowledge, Skills and Abilities Necessary to the WorkKnowledge of controls engineering practices, theories, and PLC programming; knowledge of electronics, electrical controls, VFDs, NEC electrical code, NFPA, IEC and ISA design standards; knowledge of wastewater processes and equipment, pumps, valves, gates, blowers, grinders, filters, etc.; knowledge of process instrumentation (pressure, level, flow, temperature, environmental detection and analytical); knowledge of correct and safe usage of electrical and electronic test equipment knowledge of industrial controls and business level local area networks (LAN), wide area networks (WAN) layer 2 and 3 network switches, routers, telemetry radios and modems; knowledge of fiberoptic and copper communications media; knowledge of programmable logic controllers (PLC)and operator interface terminal (OIT) configuration and programming (Allen Bradley, Siemens), and Rockwell software (RSLogix 5, 500, 5000, Studio 5000, FactoryTalk Linx, RS Linx, Siemens S7200, RSView Studio, FactoryTalk View); knowledge of SCADA software (GE Proficy IFIX), integration, graphic design, OPC Server/client; knowledge of relational databases (SQL, Oracle) and time series databases (AVEVA PI, Historian) for industrial processes; knowledge of PLC, OIT specification, configuration, programming, and integration into SCADA for industrial controls and automated processes; knowledge of computers, servers, and associated components; knowledge of instrumentation configuration software; skill in developing and modifying P&IDu2019s, loop sheets and electrical drawings with AutoCAD or equivalent software; skill in performing mathematical calculations; skill in oral and written communication; skill in operating a PC and associated Windows environment software (e.g. Microsoft Office Suite); skill in utilizing design engineering and PLC programming software; skill in exercising tact and diplomacy; ability to interpret analytical data; ability to train others; ability to develop and review technical information, documentation, engineering studies, reports, drawings and specifications; ability to troubleshoot system issues and communicate status; ability to resolve problems; ability to manage multiple priorities; ability to read and interpret electrical schematics, wiring diagrams, flow diagrams, blueprints, P&ID and instrument loop diagrams, process instrument specifications and vendor publications; ability to develop a complete design that meets requirements within the electrical design standards; ability to utilize SAP, Workforce and IPS; ability to be courteous and helpful under pressure; ability to work effectively under heavy, unpredictable surges in workload; ability to work 24-hour emergency response, various shifts, and weekends. Minimum RequirementsBachelor degree in electrical engineering, controls engineering, engineering technology or a related field; seven or more years of related experience; an equivalent combination of education and experience may be substituted. Five or more years of industrial controls systems/SCADA design with PLC/OIT programming experience is preferred. Certified Control Systems Technician (CCST), Certified Automation Professional certification, or other related professional certification is preferred. Electrical license is preferred. Must possess a valid driveru2019s license. Must have safe work and driving habits. Must have an acceptable and reliable means of being contacted during off-duty hours.This position is considered safety-sensitive and is subject to random drug testing.
