Work involves compiling, reviewing, and analyzing financial data. Prepares financial reports required by external oversight agencies such as the Legislative Budget Board and Office of the Governor. Responds to financial reporting inquiries and open records. Works under minimal supervision with considerable latitude for the use of initiative and independent judgement. Reports to the Director of Accounting, Financial Reporting, and Budget Management.PRINCIPAL JOB DUTIES AND RESPONSIBILITIES60% Financial Reporting: Analyzes financial data, information, and applicable business, financial, and/or regulatory plans. Ensures compliance with established procedures, requirements, laws, and regulations; completeness of data; and presence of adequate documentation. Processes information by auditing and verifying financial data. Reviews reconciliation of treasury cash, and audits various financial accounts. Reconciles agency revenue collections and expenditures. Prepares and enters journal entries into agency accounting systems. Assists in the data entry, updates, and reconciliation of asset management information. Assists with setting up and maintaining budgets. Maintains confidentiality.20% Special Projects: Assists in coordinating and conducting project activities for special assignments and/or reports. May assist in providing guidance to other team members assigned to special projects. Maintains confidentiality.10%Pre-Audit Work: Prepares working papers and gathers supporting documentation to meet audit requirements and for compliance with state and federal standards and Texas Comptroller of Public Accounts policies and procedures.5% Policies/Procedures: Review and updates policies and procedures as needed to support the functions of financial reporting.5% Other Duties as Assigned.REQUIRED EXPERIENCE AND EDUCATIONand#8226;Graduation from a standard senior high school or equivalent is required.and#8226;Graduation from an accredited college or university with a bachelorand#8217;s degree in business, finance, accounting, data science, statistics, or economics is required.and#8226;Minimum five yearsand#8217; experience in bookkeeping, revenue, accounts payable, payroll, travel, or general accounting experience is required.and#8226;Minimum five yearsand#8217; experience in Texas State Government accounting is required.and#8226;Experience with Microsoft Excel, Word, PowerPoint, Outlook, and Teams is required.and#8226;Experience with Centralized Accounting and Payroll/Personnel System (CAPPS) is required.and#8226;Experience with Uniform Statewide Accounting System (USAS) required.and#8226;Experience with Texas Identification Number System (TINS) preferred.KNOWLEDGE, SKILLS, AND ABILITIESand#8226;Certified professional accountant (CPA) preferred.and#8226;Financial administration and fiscal accounting.and#8226;Generally accepted accounting principles (GAAP).and#8226;Governmental Accounting Standards Board (GASB) statements and standards.and#8226;Texas Comptroller of Public Accounts accounting policies and procedures.and#8226;Cash management and administration.and#8226;A thorough understanding of financial reporting and general ledger structure.and#8226;The use of standard office equipment and personal computers.and#8226;Microsoft Office applications include Excel, Word, PowerPoint, Outlook, SharePoint, and Teams.and#8226;Effective written and verbal communication including telephone etiquette and business writing.and#8226;Organize, manage, and accurately report financial data.and#8226;Identify, define, and solve problems.and#8226;In erpret and apply accounting theory.and#8226;Interpret relevant laws and regulations.and#8226;Exercising sound judgment and effective decision-making.and#8226;Performing detail-orientated tasks with a high degree of accuracy.and#8226;Establish and maintain cooperative working relationships.and#8226;Interpret and apply policies and procedures.and#8226;Organize, prioritize work, and meet deadlines.and#8226;Supervise the work of others.and#8226;Train and share knowledge.and#8226;Work with sensitive and confidential information.and#8226;Work with multiple deadlines in a fast-paced setting.Qualifications: WORK ENVIRONMENT REQUIREMENTSDue to office space limitations, this position is eligible for telecommuting up to two days per week.
