Marketing Statementu00a0Under moderate or close supervision of the Director of Treasury, the Treasury Analyst provides advanced analytical, operational, and compliance support for PHA's treasury and financial operations. This role leads day to day liquidity management, supports investment and banking oversight, prepares treasury and financial reporting, and ensures accurate accounting across PHA and its affiliates---including, and mixed finance LP/LLC structures.u00a0Qualificationsu00a0Federal and state rules governing public sector accounting and treasury operations; GASB, FASB, GFOA standards and reporting requirements; Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS); Technical Knowledge: Deep understanding of banking operations, foreign exchange, and investment instruments; Compliance: Knowledge of regulatory requirements, internal controls, and treasury practices; Analytical Abilities: High proficiency in financial analysis, modeling, and interpreting complex data; Technology Proficiency: Advanced Microsoft Excel (modeling, macros) and experience with TMS (Treasury Mgmt. Occasional extended hours may be required to meet treasury deadlines.u00a0Travel requiredOccasional Travel: Traveling to sites or attending meetingsu00a0Minimum educationBachelor's degree in Accounting, Finance, Economics, Business Administration, or a related field.Certifications, Clearances, and Licenses requiredValid Pennsylvania Driver's License is requiredu00a0Minimum experienceThree (3) or more years of experience in financial management, treasury operations, analysis, or public sector/government finance.Alternative QualificationsEquivalent combination of education, training and relevant experience may be considered upon review by HR.u00a0Preferred Qualifications/ExperienceHUD, CFR, and U.S. Housing Act requirements, including Section 8 regulations.Treasury management functions including liquidity management, investment oversight, banking controls, and treasury structures for LPs/LLCs.Public housing recordkeeping requirements including tegrated financial systems such as PeopleSoft Financials and CRM platformsCertified Treasury Professional is preferred.Experience with ACH terminology, banking regulations, and e-commerce platforms is often preferred.u00a0u00a0Responsibilitiesu00a0Lead daily liquidity monitoring and cash positioning across PHA, , , and affiliated LP/LLC structures; Ensure adequate working capital by analyzing inflows/outflows, reviewing daily bank activity, and preparing short term cash deployment recommendations; Investigate discrepancies in bank activity and resolve complex ACH, wire transfer, positive pay, and bank exception items; Support treasury oversight of utility payments, debt service activity, pension contributions, payroll taxes, and vendor disbursements; Prepare monthly, quarterly, and annual treasury and financial reports, including cash flow analyses, trend reports, bank fee analyses, investment summaries, and liquidity dashboards; Analyze accounting documents and financial entries for compliance with GAAP, GASB, GFOA best practic s, and internal control requirements; Conduct statistical analyses, budget to actual reviews, and performance monitoring across multiple funds and entities; Prepare weekly projections of income and expenditures to support PHA's treasury cash forecasting models; Support HUD LOCCS drawdowns, CFR compliance reviews, and treasury related public housing reporting requirements; Maintain and optimize enterprise financial systems (PeopleSoft Financials preferred), ERP modules, electronic banking platforms, and CRM systems; Partner with Treasury leadership to improve processes, strengthen internal controls, and implement treasury best practices; Evaluate banking products, services, fee structures, and relationship pricing; assist in banking RFPs, service upgrades, and account maintenance; Support the development and documentation of treasury operating procedures, policy updates, and system workflows; Provide expert financial and treasury insights to senior leadership to increase organizational efficiency, mitigate risk, and support long range financial planning; Support mixed finance treasury operations including capital project fund flows, equity partner requirements, and LP/LLC related treasury compliance; Collaborate with Accounting, Budget, other Finance Teams, and other departments to improve financial integration and strengthen treasury accounting alignment; Maintain strict confidentiality of sensitive financial information and handle treasury data with a high degree of accuracy and security.u00a0u00a0How To Applyu00a0All applications will be accepted through the Philadelphia Housing Authority's Jobs Board at Statementu00a0About the Philadelphia Housing Authority (PHA)u00a0Established in 1937, and with an employment workforce of over 1,100, the Philadelphia Housing Authority is a municipal agency providing public housing services to over 76,000 residents in the city of Philadelphia, Pennsylvania.u00a0Financial support for Authority operations and capital needs comes primarily from rent payments and subsidies provided by the U.S. Department of Housing and Urban Development (HUD).u00a0 PHA is one of a very select group of housing authorities across the nation that has attained Moving to Work (MTW) status.
