Yes County Albany Street Address Office of the Professions Deputy Commissioner's Office City Albany State NY Zip Code 12234 Duties Description The New York State Education Departmentu2019s (SED) Office of the Professions (OP) is seeking to fill an Education Program Assistant 1 position in the Deputy Commissioner's Office. OP is responsible for licensing and oversight of more than 50 licensed professions, as well as professional corporations and pharmacy establishments. Duties of this position will include, but not be limited to, the following: u2022 Work independently to prepare, gather and coordinate materials required by the Deputy Commissioner, Assistant Commissioner, and Director of Operations;u2022 Work independently to generate correspondence, reports and other documents, in any of the various electronic formats, as required;u2022 Review and edit reports and correspondence prepared for the Deputy Commissioneru2019s signature;u2022 Respond to telephone calls and e-mail inquiries on issues related to the Professions;u2022 Act as liaison between the Deputyu2019s Office and representatives of other State agencies, Department executive staff, members of the Board of Regents, the Legislature, and the general public;u2022 Assist in the coordination and preparation of items for submission to the Board of Regents for their monthly meetings;u2022 Prepare and finalize discipline summaries, and distribute final disciplinary actions as appropriate;u2022 Assist in the effective management of continuing education requirements;u2022 Serve as the program area Freedom of Information Law (FOIL) liaison;u2022 Coordinate responses to Commissioneru2019s Assignments; andu2022 Other duties as assigned Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:u2022 Four years of experience performing a variety of activities in support of developing, implementing, regulating, and maintaining programs by developing historical or statistical data and evaluating applications and transcripts.u2022 An associate degree may substitute for two years of experience; a bacheloru2019s degree may substitute for four years of experience; a masteru2019s degree may substitute for five years of experience; and a doctorate may substitute for six years of PETITIVE MINIMUM QUALIFICATIONS:Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Program Assistant 1.Section 70.1 Transfer to Education Program Assistant 1: Candidates must have one year of permanent competitive or 55 b/c service in a title allocated to SG-13 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. Section 70.1 Transfer to Education Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title allocated to SG-9 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.Section 70.4 Transfer to Education Program Assistant 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Program Assistant 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-13 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or Public Administration Trainee Transition (PATT) eligible list AND possess a bacheloru2019s degree.Section 70.4 Transfer to Education Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Trainee 1 if they possess a bacheloru2019s degree AND are a current NYS employee with one year of permanent competitive or 55b/c service in a title allocated to SG-9 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or Public Administration Trainee Transition (PATT) eligible list AND possess a bacheloru2019s degree.For information regarding the transfer options of your current title, please visit the Civil Service Career Mobility Office Website. is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive or a permanent non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointeesu2019 negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position may be filled as a traineeship. The starting salaries for this position are outlined below. For current New York State employees, salary is based on the candidateu2019s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary. u2022 $45,494 (Trainee 1- NS equated to SG-11)u2022 $50,844 (Trainee 2- NS equated to SG-13)u2022 $53,764 (Full Performance level SG-14)This position leads to a maximum salary of $68,630 based on annual performance advances and traineeship advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
