Help make a profound difference in lives and community safety-your case management skills support justice-involved individuals experiencing severe and persistent mental illnesses (SPMI) toward competency restoration and successful reentry.Since 1964, NWRRC has been a nonprofit leader in structured reentry services, operating a 150-bed residential center in Portland. We partner with the Oregon Health Authority and all Oregon counties to provide community restoration for defendants deemed unable to aid and assist in their defense due to mental health conditions. We also partner with Multnomah County Department of Community Justice to provide transitional housing for those serving a probationary sentence.We are seeking a dedicated State Program Case Manager to deliver onsite daily case management, legal skills training, and support for State and County residents. In this role, you'll ensure compliance, coordinate services, serve as a liaison with courts and providers, and contribute to a safe, supportive environment that promotes stability, accountability, and successful community reintegration.Key Responsibilities:Assist in providing a safe, supportive environment for effective community-based competency restoration services.Collaborate with counties to meet court requirements; arrange transportation to/from county of origin when services are available.Deliver legal skills training and other programs to support mental/emotional well-being and restoration.Maintain knowledge of/compliance with federal, state, county, city regulations, and facility policies.Ensure accurate, compliant documentation; maintain resident files and assist with forms/reports for services.Serve as liaison between courts, behavioral health systems, and providers; facilitate referrals and access to appropriate outside care.Conduct new resident intakes, initial needs assessments, and ongoing monitoring.Review resident passes/itineraries, establish/document risk mitigation.Support medication compliance and monitor behavior standards; enforce policies, write incident reports, and counsel residents.Assist in crisis situations per emergency protocols.Provide input on discharge/transition planning.Guide and support Resident Support Specialist staff for seamless care and programming.Perform other duties as pensation & Benefits:Starting Hourly Rate: $30.14 Full-Time Benefits: Healthcare: 100% medical, vision and dental premiums covered for employees; 50% for spouse and dependents (includes life/AD&D/long-term disability).Retirement: SEP-IRA with 7% employer contribution (after 1 year).PTO/Vacation: Up to 18 days annually.Sick Time: Up to 12 days annually.Tuition Assistance: Up to 50% for related degrees/certificates (after 6 months).Fitness Stipend: Up to $50/month.Free Meals: Complimentary cafeteria meals daily.Qualifications:Bachelor's degree required (preferably in social work, psychology, criminal justice, behavioral health, or related field).QMHA certification (Qualified Mental Health Associate) required or ability to obtain within 1 year.2 years of experience in criminal justice, social services, or behavioral health settings preferred.Knowledge of mental health, competency restoration (Aid & Assist), trauma-informed care, and justice-involved populations.Excellent documentation, communication, crisis intervention, and boundary-setting skills.Calm, professional demeanor for high-intensity interactions with residents living with severe mental illnesses.Additional Requirements:Pass comprehensive pre-employment process.Valid driver's license with favorable driving record.Availability: NWRRC operates 24/7 - this position is generally Monday-Friday, business hours, but includes at least one assigned late night per week and flexibility for facility needs.Why Join Us?
